Voluntary Emissions Recall 06E-A04: S85 - DME Reprogramming for OBD Monitoring

SITUATION
Due to a software error, in certain environmental conditions, the DME may not be able to detect certain emissions related faults (e.g. for the secondary air system, or for the oxygen sensors). Consequently, the "Service Engine Soon" light may not be illuminated to warn the driver of an emissions related malfunction.
In order to remedy the situation, BMW is conducting a Voluntary Emissions Recall Campaign to reprogram engine control units (DME) on all affected vehicles.
AFFECTED VEHICLES
This Recall Campaign involves M5 and M6 vehicles with S85 engines which were produced from the start of series production up to 08/30/2006. Recall notification letters are mailed to owners of affected vehicles. A copy of the customer letter can be viewed under the "Attachments" section.
In order to determine if a specific vehicle is affected by this Emissions Recall, it will be necessary to utilize the "Service Menu" of the DCS (Dealer Communication System) or the Key Reader. Based on the response of the system, either proceed with the corrective action or take no further action.
The Chassis Number Ranges listed below are only for informational purposes and are not to be considered as the only deciding factor.

CORRECTION
Update and recode the complete vehicle as per SI B09 05 01 (Coding, Individualization, Programming) Procedure B, using Progman V23.0 (Target Data Status E060-06-09-520), or higher.
LABEL INSTRUCTIONS
a. After the vehicle has been checked and corrected, obtain a label (SD 92-333) and with a ball-point pen print your dealer code (5 digits) on the Recall Completion Label (see illustration). An initial quantity of 25 labels will be sent to all BMW automotive centers. Peel the label from its backing and affix it to the right (passenger) rear side of the hood in the engine compartment, close to windshield.
For California centers only: It is required by the California Code of Regulations that an executed orange "Vehicle Emission Recall - Proof of Correction" certificate (SD92-084, see illustration) be provided to each customer (for vehicles registered in the state of California) once the Recall on their vehicle has been completed.

WARRANTY INFORMATION
Reimbursement for this Recall Campaign will be via normal claim entry utilizing the following information:
Note 1:
Should the vehicle be affected at the same time by another repair in which programming of control units is also required, programming may be claimed only once.
Note 2:
In the case where Progman requires the replacement of control modules, or additional programming because certain control modules failed to program correctly, print out the Measures Plan and Status Report/Final Report as described in the Progman programming procedure (B09 05 01), and attach these reports to the RO in the vehicle file. This additional work should use Defect Code 00 12 30 02 00 along with a Labor Operation and Labor Allowance selected from the KSD.
REFUELING COST
BMW of North America, LLC, will provide reimbursement to have the gas tank topped off once, as required, for each vehicle affected by this Recall Campaign. Attach the appropriate receipt to the work order.
VALET COST
BMW of North America, LLC, will provide reimbursement for vehicle valet services (pick up & delivery) for each vehicle affected by this Recall Campaign. Attach the appropriate receipt to the work order.
RENTAL VEHICLES
Retailers participating in the Retailer Administered Customer Assistance Program and the BMW Service Loaner Car Program may self-authorize claims for reimbursement of rental costs from independent rental agencies in certain situations. For more details refer to SI B01 07 03.
