SHAFT LOCK, CANCELLING CAM & UPPER BEARING SPRING
This service can be performed without removing steering column from vehicle, after steering wheel has been removed.
Disassembly
1. On Eldorado & Seville, proceed as follows:
a. Remove steering shaft bumper and carrier snap ring retainer.
b. Install lock plate compressor screw J-23653-10 or equivalent. Lock plate compressor screw must be installed in upper steering shaft and torqued to 40 lb in to keep shaft from telescoping.
2. On all models, using a suitable tool, slightly depress shaft lock plate, then remove shaft lock retainer from steering shaft.
3. Remove steering shaft lock plate, turn signal cancel cam assembly and the upper bearing spring. Turn signal switch must be in ``neutral'' position to remove upper bearing spring.
Assembly
1. Install upper bearing spring, then the turn signal cancel cam assembly.
2. Install steering shaft lock plate, then compress shaft lock plate and install shaft lock retainer.
3. On Eldorado and Seville, install carrier snap ring assembly and the steering shaft bumper.
TURN SIGNAL SWITCH ASSEMBLY, BUZZER SWITCH ASSEMBLY & STEERING COLUMN LOCK CYLINDER SET
This service can be performed without removing steering column from vehicle, after steering wheel has been removed.
Disassembly
Fig. 62 Disconnecting Switch Wires:
1. Remove shaft lock, cancelling cam and upper bearing spring as previously described.
2. Remove turn signal lever, positioning turn signal switch so that screws can be removed through opening in switch.
3. Remove turn signal switch attaching screws.
4. Remove wire protector and disconnect turn signal switch connector.
5. Disconnect buzzer switch wires from turn signal switch connector, Fig. 62.
6. Using a suitable tool, remove buzzer switch assembly.
7. Place lock cylinder in ``accessory'' position and remove lock retaining screw and the steering column lock cylinder set.
8. Remove turn signal switch assembly, gently pulling wire and connector through steering column housing shroud.
Assembly
1. Install turn signal connector through lock housing cover and steering column shroud.
2. Install steering column lock cylinder set while in ``accessory'' position.
3. Install lock retaining screw, torquing to 22 lb in
4. Install buzzer switch, pushing switch down into its retaining bore until bottomed with plastic tab covering lock retaining screw.
5. Connect buzzer switch wires to turn signal switch connector. Wire terminal retainer must be removed from service buzzer switch wire and discarded.
6. Install wire connector retainer and connect turn signal switch connector, then install wire protector.
7. Install turn signal switch, positioning so that screws can be installed through openings in switch, and torque screws to 59 lb in
8. Install turn signal lever, torquing screw to 53 lb in
9. Install shaft lock, cancelling cam and upper bearing spring as previously described.
STEERING COLUMN HOUSING, SWITCH ACTUATOR RACK, STEERING WHEEL LOCK SHOES, BEARING ASSEMBLY & STEERING SHAFT ASSEMBLY
Disassembly
1. Remove shaft lock, cancelling cam and upper bearing spring as previously described.
2. Remove turn signal lever, positioning turn signal switch so that screws can be removed through opening in switch.
3. Remove turn signal switch attaching screws.
4. Remove wire protector and disconnect turn signal switch connector.
5. Place lock cylinder set in ``run'' position, then remove buzzer switch assembly.
6. Place lock cylinder in ``accessory'' position, then remove lock retaining screw and the steering column lock cylinder set.
7. Remove tilt lever, then the lock housing cover retaining screws.
8. Remove lock housing cover together with turn signal and buzzer switch assemblies, gently pulling wires and connector through steering column housing shroud.
9. Remove upper bearing inner race seat and the inner race.
10. Install tilt lever and place column housing in full ``up'' position.
11. Remove spring retainer, spring and guide as an assembly by placing screwdriver in hole of spring retainer, pushing inward and turning counterclockwise.

12. Using pivot pin tool No. J-21854-01 or equivalent, remove pivot pins, Fig. 63.
13. Remove steering column housing assembly by pulling back on tilt lever and moving housing up and to the right to disengage steering wheel lock shoes and switch actuator rack.
14. Remove spring and bolt assembly, then the switch actuator rack and rack preload spring.
15. Remove and discard bearing assemblies, using drift to drive out assemblies.
16. Remove release lever pin, then the shoe release lever and tilt lever.
17. Remove release lever spring, dowel pin, lock shoes and shoe springs.
18. Remove steering column from vehicle.
19. Remove bearing retainer, then the lower spring retainer, lower bearing spring and lower spring seat.
20. Remove attaching screws, then the adapter and bearing assembly.
21. Remove steering shaft from steering column jacket assembly.
22. Mark yoke assembly and lower steering shaft assembly, then disconnect yoke assembly from lower steering shaft assembly, tilting 90° to each other to disengage.
23. Remove centering sphere from yoke assembly, rotating sphere 90° and slipping out.
24. Remove joint preload spring.
Assembly
1. Install joint preload spring.
2. Lubricate centering sphere with lithium grease, then slip into yoke assembly and rotate 90°.
3. Connect yoke assembly to lower steering shaft assembly, by aligning marks made during disassembly and tilting assemblies 90° to each other.
4. Install steering shaft to steering column jacket assembly.
5. Install adapter and bearing assembly, torquing screws to 30 lb in
6. Install lower bearing seat and lower bearing spring, then the lower spring retainer and bearing retainer.
7. Install steering column in vehicle.
8. Install steering column housing support assembly attaching screws, torquing to 47 lb in
9. Lubricate shoe springs and lock shoes with lithium grease and install.
10. Install dowel pin.
11. Lubricate release lever spring with lithium grease and install.
12. Install shoe release lever and tilt lever, then the release lever pin.
13. Lubricate bearing assemblies with lithium grease, then, using 1 inch socket, press into housing until bottomed.
14. Install rack preload spring.
15. Lubricate gear teeth on switch actuator rack with lithium grease then install switch actuator rack through opening in housing until it rests on preload spring.
16. Lubricate spring and bolt assembly with lithium grease, then install through hole in housing.
17. Grease housing support assembly where housing pivots, then install bolt assembly to rack.
18. Connect switch actuator rack to pin on ignition switch actuator assembly while assembled in housing.
19. Connect steering column housing to pin in steering column housing support assembly by pulling back on tilt lever on engage shoes, then push housing down until pivot pin holes are aligned and install pivot pins, lubricated with lithium grease, driving into position with punch.
20. Tilt housing to full ``up'' position.
21. Lubricate spring guide with lithium grease, then install spring guide, spring and retainer as an assembly into hole in housing, push retainer into housing with screwdriver and turn clockwise to lock in place.
22. Install inner race and upper bearing inner race seat, then remove tilt lever.
23. Insert wires and connector from turn signal switch and buzzer switch through lock housing cover and housing shroud, then install lock housing cover, torquing attaching screws to 89 lb in
24. Install tilt lever.
25. Place lock cylinder in ``accessory'' position and install steering column lock cylinder set, then the retaining screw, torquing to 22 lb in
26. Place lock cylinder set in ``run'' position and install buzzer switch by by pushing down into its retaining bore until bottomed with plastic tab covering lock retaining screw.
27. Connect turn signal switch connector.
28. Install turn signal switch, positioning so that screws can be installed through openings in switch, and torque screws to 59 lb in
29. Install turn signal lever, torquing screw to 53 lb in
30. Install shaft lock, cancelling cam and upper bearing spring as previously described.
IGNITION SWITCH ASSEMBLY & IGNITION SWITCH INHIBITOR
Disassembly
1. Place lock cylinder in ``off lock'' position.
2. Remove steering column instrument panel lower mounting nut and bolt, the upper mounting bolts, and gently lower steering column onto driver's seat.
3. Disconnect steering column wire assembly from ignition switch assembly.
4. Remove washer head screws, then the ignition switch assembly from the ignition switch actuator.
5. Remove pan head screws, then the ignition switch inhibitor housing assembly from the ignition switch assembly.

6. Using screwdriver, disconnect park lock cable from ignition switch inhibitor housing assembly, Fig. 64.
Assembly
1. Place ignition switch assembly and lock cylinder in ``off lock'' position.
2. Connect park lock cable to ignition switch inhibitor housing assembly.
3. Install ignition switch inhibitor housing assembly to ignition switch assembly.
4. Install pan head screws, torquing to 9 lb in
5. Install ignition switch assembly to ignition switch actuator.
6. Install washer head screws, torquing to 35 lb in
7. Connect steering column wire assembly to ignition switch assembly.
8. Raise steering column to instrument panel and loosely install upper column bracket bolts, then install and tighten lower column nuts and bolt.
9. Tighten upper bolts.
