This will cycle both coolant fans ("HI" speed) "ON" and "OFF" every 3 seconds but only if the engine is not running. This will cycle the coolant fans regardless of the normal control the PCM has over high speed. A "HI" will be displayed when the fan is "OFF" and a "LO" when the fans are "ON," this is to agree with the voltage at the PCM from the coolant fan relays which actually control the fan circuit.
