THIS PROGRAM IS IN EFFECT UNTIL JULY 31, 2011.
Condition
Under certain conditions, the vehicle headliner on some 2011 model year Buick Regal vehicles may produce an odor.
Correction
Dealers are to inspect the headliner and, if necessary, replace it.
Vehicles Involved
Involved are certain 2011 model year Buick Regal vehicles built within these VIN breakpoints:
Important
Dealers are to confirm vehicle eligibility prior to beginning repairs by using the Investigate Vehicle History link. Not all vehicles within the above breakpoints may be involved.
For dealers with involved vehicles, a listing with involved vehicles containing the complete vehicle identification number, customer name, and address information has been prepared and will be provided to dealers through the GM GlobalConnect Recall Reports. Dealers will not have a report available if they have no involved vehicles currently assigned.
The listing may contain customer names and addresses obtained from Motor Vehicle Registration Records. The use of such motor vehicle registration data for any purpose other than follow-up necessary to complete this program is a violation of law in several states/provinces/countries. Accordingly, you are urged to limit the use of this report to the follow-up necessary to complete this program.
Parts Information
Parts required to complete this program are to be obtained from General Motors Customer Care and Aftersales (GMCC&A). Please refer to your "involved vehicles listing" before ordering parts. The Headliner panels can only be ordered on a CSO = Customer Special Order. Please note that due to the extreme size,the fastest shipping method is FedEx 2-day service. Please plan service appointments accordingly. Qty limit = 1 per order line. The clips can be ordered CSO = Customer Special Order, or CSO-3 Customer Special Order-Advise Code 3, FedEx Overnight service.

Date Code
The headliner lamination date code is located on the driver's side of the vehicle, centered between the sun visor pivot and sun visor clip. The word "Laminacja" is "Laminate". The sticker (2) next to the word "Laminacja" (1) includes the date code information. The date code is in day, month, year format. The date code (3) in this example is 28-01-2010. Refer to the instructions below to gain access to the headliner lamination date code.
1. Rotate the driver's side sun visor to the full open position. The sun visor will face the front driver's side window in this position. Refer to illustration.
Note
Two technicians are required to perform Steps 2 and 3.
2. Technician A: Pull down on headliner at the windshield interface with all 8 fingers between the visor attachment (1) and clip locations (2).
3. Technician B: From outside of the vehicle and using a flashlight, look through the windshield to locate the lamination date code.
Note
If the lamination date code is not readable or is missing, smell the headliner to determine if there is an odor present. If an odor is present, replace the headliner.
4. Determine the lamination date code.
- If the lamination date code indicates the headliner was produced in February, remove and replace the headliner. Proceed to Step 5.
- If the headliner was NOT produced in February, but has an odor, remove and replace the headliner. Proceed to Step 5.
- If the lamination date code indicates that the headliner was NOT produced in February and does NOT have an odor, no further action is required.
Note
Removal of the front passenger's side seat and rear seat cushion is required to remove the headliner from the vehicle. Remove the headliner through the rear passenger's side door. Refer to SI for the appropriate service procedures.
5. Remove headliner from the vehicle. Refer to Headlining Trim Panel Replacement (With Sunroof) or Headlining Trim Panel Replacement (Without Sunroof) in SI.
6. Document the lamination date code on the repair order.
Courtesy Transportation
The General Motors Courtesy Transportation program is intended to minimize customer inconvenience when a vehicle requires a repair that is covered by the New Vehicle Limited Warranties. The availability of courtesy transportation to customers whose vehicles are within the warranty coverage period and involved in a product program is very important in maintaining customer satisfaction. Dealers are to ensure that these customers understand that shuttle service or some other form of courtesy transportation is available and will be provided at no charge. Dealers should refer to the General Motors Service Policies and Procedures Manual for Courtesy Transportation guidelines.
Claim Information
1. Submit a claim using the table below.
2. Courtesy Transportation - submit as Net Item under the repair labor code.
Customer Notification
General Motors will notify customers of this program on their vehicle (see copy of customer letter included with this bulletin).
Dealer Program Responsibility
All unsold new vehicles in dealers' possession and subject to this program must be held and inspected/repaired per the service procedure of this program bulletin before customers take possession of these vehicles.
Dealers are to service all vehicles subject to this program at no charge to customers, regardless of mileage, age of vehicle, or ownership, through July 31, 2011.
Customers who have recently purchased vehicles sold from your vehicle inventory, and for which there is no customer information indicated on the dealer listing, are to be contacted by the dealer. Arrangements are to be made to make the required correction according to the instructions contained in this bulletin. A copy of the customer letter is provided in this bulletin for your use in contacting customers. Program follow-up cards should not be used for this purpose, since the customer may not as yet have received the notification letter.
In summary, whenever a vehicle subject to this program enters your vehicle inventory, or is in your dealership for service through July 31, 2011, you must take the steps necessary to be sure the program correction has been made before selling or releasing the vehicle.
