This code will be set if circuit 825 remains at 0 volts or at 12 volts for an extended period of time after going HI at least once during the ignition cycle. "TRACTION DISABLED" and "ANTI-LOCK DISABLED" messages will appear while the fault is current. Refer to the anti-lock brake control system diagnosis in BRAKES.
