Condition

Certain 2008 and 2009 model year Cadillac CTS vehicles and 2009 model year Cadillac CTS-V vehicles registered in Canada, Alaska, Colorado, Connecticut, Delaware, District of Columbia, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Maine, Maryland, Massachusetts, Michigan, Minnesota, Missouri, Montana, Nebraska, New Hampshire, New Jersey, New York, North Dakota, Ohio, Oregon, Pennsylvania, Rhode Island, South Dakota, Utah, Vermont, Virginia, Washington, West Virginia, Wisconsin, and Wyoming may have a condition where water may enter the front door latch housing and potentially freeze. If water enters the latch housing and freezes, the customer may not be able to open the front doors using the outside door handle, or the door may not latch when the door is closed. If the door does not latch, the interior lamps will illuminate, a message will display on the driver information center warning that the door is not closed, and a chime will sound for 4 seconds.

Correction

Dealers are to seal the latch housing on both front doors to prevent water intrusion.

Vehicles Involved

Involved are 2008 and 2009 model year Cadillac CTS vehicles and 2009 model year Cadillac CTS-V vehicles built within these VIN breakpoints:





Important
Dealers are to confirm vehicle eligibility prior to beginning repairs by using GMVIS (dealers using WINS), Investigate Vehicle History link (dealers using GWM). Not all vehicles within the above breakpoints may be involved.

For dealers with involved vehicles, a listing with involved vehicles containing the complete vehicle identification number, customer name, and address information has been prepared and will be provided to US and Canadian dealers through the GM GlobalConnect Recall Reports. Dealers will not have a report available if they have no involved vehicles currently assigned.

The listing may contain customer names and addresses obtained from Motor Vehicle Registration Records. The use of such motor vehicle registration data for any purpose other than follow-up necessary to complete this program is a violation of law in several states/provinces/countries. Accordingly, you are urged to limit the use of this report to the follow-up necessary to complete this program.

Parts Information

An initial supply of mastic material required to complete this program was pre-shipped to involved dealers of record beginning December 1, 2009. Additional parts, if required, are to be obtained from General Motors Service and Parts Operations (GMSPO). Please refer to your "involved vehicles listing" before ordering parts. Normal orders should be placed on a DRO = Daily Replenishment Order. In an emergency situation, parts should be ordered on a CSO = Customer Special Order. This part number will not be managed by RIM; it has been excluded from RIM.





Service Procedure

1. Remove the front side (driver and passenger) door latches. Refer to Front Side Door Latch Replacement in SI.
2. Remove the latch from the door but do NOT remove the yellow clip or latch cable.





Note
To ensure a good bonding surface is achieved, remove all of the grease from the latch cover-to-housing seam.

3. With the latch hanging from the clip and cable, remove grease from the latch cover-to-housing seam (3) using a paper towel.





Note
Do NOT cut more than a 25.4 mm (1 in) x 127 mm (5 in) strip of mastic material from the 254 mm (10 in) x 127 mm (5 in) piece of mastic material. Two strips of mastic material (one for each latch) are required to complete the repair. One 254 mm (10 in) x 127 mm (5 in) piece of mastic material will repair five (5) vehicles.

4. Cut a 25.4 mm (1 in) x 127 mm (5 in) strip of mastic material (1) from the 254 mm (10 in) x 127 mm (5 in) piece mastic material (2).





Caution
Ensure that the mastic material is NOT applied beyond the edge of the latch housing-to-door surface (1). Do NOT apply mastic material around the drain hole or latch opening for the striker, to ensure proper latch operation.

5. Apply the mastic material to the latch. Refer to the illustration.

Latch Cover-to-Housing Seam

The area of the latch that the mastic material must be applied.
2. Apply the mastic material over the latch cover-to-housing seam in the area shown in the illustration.





3. Rub out the mastic material over the latch cover-to-housing seam to ensure a good tape seal.

6. Install the door latches. Refer to Front Side Door Latch Replacement in SI.

Courtesy Transportation

The General Motors Courtesy Transportation program is intended to minimize customer inconvenience when a vehicle requires a repair that is covered by the New Vehicle Limited Warranties. The availability of courtesy transportation to customers whose vehicles are within the warranty coverage period and involved in a product program is very important in maintaining customer satisfaction. Dealers are to ensure that these customers understand that shuttle service or some other form of courtesy transportation is available and will be provided at no charge. Dealers should refer to the General Motors Service Policies and Procedures Manual for Courtesy Transportation guidelines.

Claim Information

1. Submit a claim using the table below.

2. Courtesy Transportation - For dealers using WINS, submit using normal labor code; for dealers using GWM - submit as Net Item under the repair labor code.





* An initial supply of mastic material required to perform the modification was provided to dealers at no-charge; do not submit for this mastic material in your warranty claim. If additional mastic material was required and was ordered from GMSPO, submit the actual sum total of the current GMSPO Dealer net price for the mastic material needed to perform the required repairs, not to exceed $1.54 USD, $1.62 CAD, plus applicable Mark-Up in Net Item.

Customer Notification

General Motors will notify customers of this program on their vehicle (see copy of customer letter included with this bulletin).

Dealer Program Responsibility

All unsold new vehicles in dealers' possession and subject to this program must be held and inspected/repaired per the service procedure of this program bulletin before customers take possession of these vehicles.

Dealers are to service all vehicles subject to this program at no charge to customers, regardless of mileage, age of vehicle, or ownership, from this time forward.

Customers who have recently purchased vehicles sold from your vehicle inventory, and for which there is no customer information indicated on the dealer listing, are to be contacted by the dealer. Arrangements are to be made to make the required correction according to the instructions contained in this bulletin. A copy of the customer letter is provided in this bulletin for your use in contacting customers. Program follow-up cards should not be used for this purpose, since the customer may not as yet have received the notification letter.

In summary, whenever a vehicle subject to this program enters your vehicle inventory, or is in your dealership for service in the future, you must take the steps necessary to be sure the program correction has been made before selling or releasing the vehicle.
