Engine Controls - MIL ON/DTC's Set/Driveability Issues

Subject: EI08029 - Engine Control Module (ECM) Replacement, Reprogramming, MIL/SES and/or DTC Set, Driveability Concerns, Reduced Engine Power or Poor Performance (Diagnose/Replace ECM)

This bulletin is being revised to end the need for information from the field and provide repair information. Please discard Corporate Bulletin Number 08-06-04-007A (Section 06 - Engine/Propulsion System).
Condition
Some customers may comment on an illumination of the MIL/SES or various driveability concerns with one or more of the following symptoms:
- Reduced Engine Power
- Rough Idle
- Poor Performance, etc.
Upon further investigation, the technician may find more than one related ECM DTC stored in the module.
Cause
This condition may be caused by a concern with ECMs that contain a date code between 5278 and 6063. Also, internal fault diagnostic codes or driveability concerns may be caused by factors external to the ECM.
Correction
Please follow the instructions below depending on the fault present.
Instructions if MIL is On (Current or History Code Exists)
1. Check and record all Diagnostic Trouble Codes (DTCs) using a Tech 2(R).
2. Download all Freeze Frame Data to the computer using TIS Software. Refer to Corporate Bulletin Number 07-07-30-010A for more information on downloading.
3. Proceed to diagnose the vehicle using SI diagnostics:
- If the ECM contains DTC P0606 - Control Module Internal Performance - and the date code (1) on the ECM is between 5278-6063, replace the ECM. Refer to Engine Control Module Replacement in SI. All other date codes follow SI diagnostics.
- Any other DTCs, follow SI diagnostics to repair the concern. Replace the ECM if instructed by SI diagnostics. Refer to Engine Control Module Replacement in SI.
Instructions if MIL is Off (No Current or History Code Exists) But Customer Concern Can Be Duplicated
Important
Internal fault diagnostic codes or driveability concerns may be caused by factors external to the ECM.
1. Attach a Tech 2(R) and operate the vehicle until the concern is duplicated and create a snap shot of the engine data. Refer to Scan Tool Snapshot Procedure in SI.
2. Download the snap shot data to the computer using TIS Software. Refer to Corporate Bulletin Number 07-07-30-010A for more information regarding snap shot and downloading procedures.
3. Follow SI diagnostics to repair the concern. Replace the ECM if instructed by SI diagnostics. Refer to Engine Control Module Replacement in SI.
Instructions if MIL is Off (No Current or History Code Exists) and Customer Concern Cannot Be Duplicated
Important
DO NOT replace the ECM if the customer concern cannot be duplicated. Replacement of the ECM may result in a failed repair attempt or customer comeback condition.
- Explain to the customer that you are not able to duplicate the concern at this time. Determine if customer is willing to use a data recorder to help diagnose the concern.
- If the customer is willing to use a data recorder, install a J 42598, or equivalent, vehicle data recorder. Educate the customer on how to use the data recorder and schedule a return service appointment for the customer.
- Replace the ECM only if instructed by SI diagnostics. Refer to Engine Control Module Replacement in SI.
