THIS BULLETIN REVISES DEALER SERVICE BULLETIN NO. 91-135-10, DATED DEC. 1990. THE 1991 MODEL YEAR HAS BEEN ADDED, PART NUMBER, PROCEDURE AND LABOR OPERATION UPDATED. ALL COPIES OF 91-135-10 SHOULD BE DISCARDED.
Some 1983 - 1991 S/T utility vehicles may experience a rear seat filler panel slap against the seat back during acceleration.
This condition results from insufficient torque rod spring pressure and may be more evident on the 4 door utility vehicle because of the increased height of the filler panel.
To repair this condition, it is necessary to replace the torque rod spring with a larger diameter torque rod spring (P/N 15674883). This condition was initially resolved in production by installing 2 small diameter torque rod springs. The final resolution was to install a single torque rod spring with increased diameter. Either of the production resolutions will provide increased pressure and prevent the filler panel from slapping.
This condition was resolved in production after the following VIN breakpoints:

IMPORTANT!
If two (2) torque rod springs are already installed, replacement with a new larger diameter spring is not required.

SERVICE PROCEDURE:
1. Remove outer nuts (Figure 1).
2. Loosen center nut.
3. Fold down filler panel and remove center bolt.
4. Raise filler panel.
5. Remove single torque rod spring.
6. Install new torque rod spring (P/N 15674883) and center bolt.
7. Lower filler panel.
8. Start center nut.
9. Raise filler panel and tighten center nut.
10. Install and tighten outer nuts.
IMPORTANT!
Remove center torque rod bolt when the filler panel is in the down position. It is not necessary to replace the filler panel.
