NOTE:
This recall applies only to the above vehicles equipped with a 3.O L engine ("3" in the 8th VIN position) and a Federal emissions control system (sales code NAA) built at the Windsor Assembly Plant ("R" in the 11th VIN position) through July 20, 1999 (MDH 072001)

SUBJECT
A Canadian Vehicle Emission Control Information (VECI) label was inadvertently installed on about 300 of the above Federal emission control vehicles. The VECI label is often used during in-use Inspection and Maintenance (I/M) testing to verify proper emission related components. As a result, incorrect VECI label information could cause the vehicle to fail an emission test.

REPAIR
A new VECI label must be installed over the vehicle's original VECI label.

New VECI labels are being mailed directly to all vehicle owners known to DaimlerChrysler with the Owner Notification letter. The owners are requested to install the label themselves or, if preferred, to arrange for dealer installation of the owner-supplied label without charge.

Parts Information

Each involved dealer to whom vehicles in the recall were invoiced (or the current dealer at the same street address) will receive enough labels (included with the vehicle list) to service 100% of unsold vehicles according to our records.

If an owner's label is lost, or if dealers require more labels for inventory vehicles, additional VECI labels, PN 05281230AA, may be ordered as needed to support customer demand.

SERVICE PROCEDURE

Apply the VECI label as follows:

1. Raise the hood and locate the original VECI label on the passenger side strut tower.

2. Clean the surface of the original VECI label and apply the new label directly over it, covering the original label.

COMPLETION REPORTING and REIMBURSEMENT

Claims for vehicles which have been serviced must be submitted on the DIAL System. Claims submitted will be used by DaimlerChrysler to record recall service completions and provide dealer payments.

DEALER NOTIFICATION AND VEHICLE LIST

All dealers will receive a copy of this dealer recall notification letter by first class mail. Two additional copies will be sent through the DCMMS, and the MDS2 will be updated to include this recall in the near future. Each dealer to whom involved vehicles were invoiced (or the current dealer at the same street address) will receive a list of their involved vehicles. The vehicle list is arranged in Vehicle Identification Number (VIN) sequence. Owners known to DaimlerChrysler are also listed. The lists are for dealer reference in arranging for service of involved vehicles.

DIAL SYSTEM FUNCTIONS 53 AND VIP

All involved vehicles will be entered to DIAL System Functions 53 and VIP at the time of recall implementation for dealer inquiry as needed.

Function 53 provides involved dealers with an updated VIN list of their incomplete vehicles. The customer name, address and phone number are listed if known. Completed vehicles are removed from Function 53 within several days of repair claim submission. To use this system, type "53" at the "ENTER FUNCTION" prompt, then type "0RD847".

OWNER NOTIFICATION AND SERVICE SCHEDULING

All involved vehicle owners known to DaimlerChrysler are being notified of the service requirement by first class mail. They are requested to install the supplied VECI label over the original label on their vehicle. Any owner who prefers not to install the label is asked to schedule an appointment for the service with their dealer. A copy of the owner notification letter is attached.

Enclosed with each owner notification is an Owner Notification Form. The involved vehicle and recall are identified on the form for owner or dealer reference as needed.

If a vehicle is not available for service for a known reason, let us know by filling out the pre-addressed Owner Notification Form or describe the reason on a postcard and mail to:

Dear DaimlerChrysler Minivan Owner:

An incorrect Vehicle Emission Control Information (VECI) label was inadvertently installed on some 2000 model year Dodge Caravan/Grand Caravan and Plymouth Voyager/Grand Voyager minivans equipped with a 3.0L engine. Federal emissions regulations require that correct data be provided on the VECI label.

The problem is...
The VECI label on your minivan (identified on the enclosed form) indicates that the vehicle was built for sale in Canada. The VECI label is often used during in-use Inspection and Maintenance (I!M) testing to verify proper emissions related components. As a result, incorrect label information may cause your vehicle to fail an emission test.

What you must do...
We ask that you apply the enclosed VECI label so that it covers the original incorrect label. The original label is located in the en2ine compartment on the passenger side strut tower. To assure good adhesion be sure the original VECI label is clean and dry before applying the new label.

If you prefer not to install the label yourself, simply contact your dealer to schedule a service appointment. The label installation will only take a few minutes; however, additional time may be necessary depending on how dealer appointments are scheduled and processed. This service will be provided free of charge. Please bring the enclosed VECI label and Owner Notification Form with you to your dealer. The form identifies the required service to the dealer.
