To: All California Chrysler-Plymouth and Dodge Dealers

Subject: California Emissions Recall #423--Engine Timing

Models: 1983 Model Year Passenger Cars Equipped With a 2.2L Engine and California Emissions System:

- Plymouth Horizon, Turismo and Reliant
- Dodge Omni, Charger, Shelby Charger, Aries, 400 and 600
- Chrysler E Class, New Yorker, LeBaron and Town & Country

The subject vehicles may emit hydrocarbons and oxides of nitrogen in excess of the California Emissions Standards. To ensure compliance to the Standards, the basic engine timing must be retarded.

Note: Chrysler is participating in a cooperative program with the State of California Air Resources Board (CARB) and Department of Motor Vehicles (DMV) to improve emission recall completion rates. About six months after this recall begins, the DMV will notify owners who Chrysler records show have not had the recall service performed and explain that the service must be performed or future registration of the vehicles be denied. For this reason, a receipt must be given to each owner showing completion of the recall service. Use either the original or a copy of a completed Recall Claim Form as the owner receipt.

Details of this service action are explained in the following sections.

Vehicle List

Each dealer to whom involved cars were invoiced (or the current dealer at the same location) will receive a listing of them with this letter, arranged in Vehicle Identification Number (VIN) sequence. Owners known to Chrysler are also listed. The lists are for dealer reference in arranging for service of involved cars.

Each California Chrysler-Plymouth or Dodge dealer without a Vehicle List will receive an information copy of this letter for use in performing the service on involved cars upon request.

Parts

Recall Completion Label: Only a recall completion label is needed for this service action. The label is required by the California Air Resources Board to certify that a labeled vehicle has received the emissions recall service.

Accordingly, completion labels are being mailed directly to owners known to Chrysler. The owners are instructed to give the labels to their dealers at the time of service. Ten labels are also being sent to each Chrysler-Plymouth and Dodge dealer in California. Additional labels can be obtained without charge from your Zone Office. Ask for the Recall #423 Service Completion Label.

Owner Notification and Service Scheduling

All involved car owners known to Chrysler are being notified of the service requirement by first class mail. They are requested to schedule appointments for the service with their dealers at the earliest possible date.

Enclosed with each owner notification is a Claim Form, #83-295-0018. The owner is instructed to give the form to the dealer when delivering the vehicle for service. The right hand portion of each form contains owner and dealer instructions and a Parts Return Tag. Copy 1 of the left part may be used for the dealer claim as explain in the Completion Reporting and Reimbursement section of this letter, and Copy 2 is for dealer records.

Service Procedure

1. After warming the engine to the normal operating temperature, retard the basic timing 4 degrees from the VECI label value using the applicable 1983 Service Manual procedure. Reset all models except Shelby Chargers from 10~ BTDC to 6~ BTDC. Reset Shelby Chargers from 15~ BTDC to 11~ BTDC.

2. With a ball point pen, print your dealer code (5 digits) on the owner supplied Recall Completion Label.

3. Peel the label from its backing and apply it next to the underhood Vehicle Emission Control Information label.

Completion Reporting and Reimbursement

Claims for vehicles which have been serviced must be submitted by DIAL dealers on the DIAL II System. Non DIAL dealers may use Claim Forms or WROs. Claims submitted will be used by Chrysler to record recall service completions and provide dealer payments. (See Chapter 6, Warranty Policy and Procedure Manual for complete claim processing instructions.)

If using a WRO, enter only one VIN per claim. Fill in the labor operation number and time allowance and write on the WRO "Recall #423 -- Engine Timing." Do not enter other service claims on the same WRO.

EMISSIONS RECALL --
1983 CHRYSLER MOTORS PASSENGER CARS WITH 2.2 LITER ENGINES SOLD IN CALIFORNIA

Dear Chrysler Motors Vehicle Owner:

It has been determined that your 1983 Chrysler Motors car, with a 2.2 liter engine, may be in violation of California Emissions Standards. For this reason, we are asking you to return your car -- identified by the Vehicle Identification Number on the enclosed form -- to your dealer for a special service repair. This service will be provided free of charge.

A failure to have this repair performed may result in the California Department of Motor Vehicles (DMV) denying future registration.

The needed instructions have been sent to all Chrysler-Plymouth and Dodge dealers. The service will not hurt your engine performance or fuel economy. Your dealer is ready to serve you now. To obtain this service:

^ Contact your dealer as soon as possible to make an appointment for the free service. We request that you contact the dealer who sold you the vehicle. However, if necessary, the service can be arranged for through any Chrysler Motors dealer.

^ Take the enclosed claim form and label with you at the time of your appointment and give it to your dealer. The form is for use by the dealer and by Chrysler to record completion of the service.

^ The dealer will readadjust the ignition timing and install the label. The service will take about one-half hour.

^ Keep the record of repair that the dealer will provide to you, since the DMV may require proof that the repair was performed.

As you probably know, the State of California requires that every vehicle must pass an emission test every two years and before it is sold. Without the free service we are providing, your vehicle may be more likely to fail this test and require that you make costly repairs.

We regret any inconvenience this action may cause, but trust you understand our interest in clean air and in your continued satisfaction with our products. If you experience any difficulty in obtaining the corrective service, please contact the Chrysler Zone Office in your area (listed under "Service Assistance" in your Operator's Manual). The Zone Office will take the necessary action to ensure prompt correction of your vehicle.

Vehicle Not Available

If a car is not available for this service for a known reason, let us know by filling out the pre-addressed Vehicle Disposition Form attached to Copy 1 of the Claim Form. No postage is needed.

Following the above procedures will expedite the processing of your claim.
