Models: 1988 Model Year Dodge Dakota trucks were shipped with incorrect 4WD) With 3.9L California Engines -- Vehicle Build Date Prior to 10/16/87
The involved 1988 California Dodge Dakota trucks were shipped with incorrect Vehicle Emission Control Information (VECI) labels. Federal labels were inadvertently applied instead of State of California labels required by California regulations.
To meet the regulations, correct VECI labels must be installed on all involved vehicles. Labels will be mailed directly to owners known to Chrysler for installation by them. For the remaining vehicles, labels will be mailed to the involved dealers.
Important: Because of their recent build dates, some of the vehicles are likely to be in dealer stock. Be sure to complete the service on these vehicles before retail delivery.
Details of this service action are explained in the following sections of this letter.
Vehicle List
Each dealer to whom involved vehicles were invoiced (or the current dealer at the same location) will receive a listing of them with this letter, arranged in Vehicle Identification Number (VIN) sequence. Owners known to Chryler are also listed. The lists are for dealer reference in arranging for service of involved vehicles.
Each California Chrysler-Plymouth or Dodge dealer without a Vehicle List will receive an information copy of this letter for use in performing the service on involved vehicles upon request.
Parts
Correct California VECI labels, PN 4300638, are being mailed directly to owners known to Chrysler for installation by them.
Labels for all remaining vehicles are being shipped without charge to the involved dealers for installation by them.
Additional labels may be obtained from your Zone Service Office if needed.
Owner Notification and Service Scheduling
Each involved vehicle owner known to Chrysler is being notified of the service requirement by first class mail. The owner is requested to apply a VECI label, enclosed with the notification, over the original incorrect label. Any owner who prefers not to install the label is asked to schedule an appointment for the service with a dealer.
Enclosed with each owner notification is a Claim Form, #83-295-0018. If dealer service is requested, the owner is instructed to give the form to the dealer when delivering the vehicle for service. The right hand portion of each form contains owner instructions and a Parts Return Tag. Copy 1 of the left part may be used for the dealer claim as explained in the Completion Reporting and Reimbursement section of this letter, and Copy 2 is for dealer records.
A Claim Form for each vehicle whose owner is not known to Chrysler is being mailed to the dealer to whom the vehicle was invoiced (or the current dealer at the same address) for dealer follow-up.
Service Procedure
1. Raise the hood and locate the VECI label on the underside of the hood panel.
2. Clean the surface of the existing incorrect label and apply the supplied correct label directly over it.
Completion Reporting and Reimbursement
Claims for vehicles which have been serviced should be submitted by DIAL dealers on the DIAL II System. Non DIAL dealers may use Claim Forms or WROs. Claims submitted will be used by Chrysler to record recall service completions and provide dealer payments. (See Chapter 6, Warranty Policy and Procedure Manual for complete claim processing instructions.)
If using a WRO, enter only one VIN per claim. Fill in the labor operation number and time allowance and write on the WRO "Recall #263T -- Improper Vehicle Emission Control Label." Do not enter other service claims on the same WRO.

1988 DODGE DAKOTA TRUCKS WITH 3.9L ENGINES SOLD IN CALIFORNIA
Dear Chrysler Motors Vehicle Owner:
Recently we learned that incorrect Vehicle Emission Control Information label was installed on your truck. The State of California inspects this label as a part of its emission testing program. The inspection may be performed on your truck every two years and before it is sold. For these reasons, and to assure that your truck complies with government regulations, we ask that you apply the enclosed label so that it covers the existing wrong label which is located on the underside of the hood. To assure good adhesion, it will be necessary to wipe the existing label clean before you aply the new label.
If you prefer not to perform the installation yourself, contact your dealer to make an appointment for the label application. This service will be provided free of charge. Take the enclosed claim form and label with you at the time of your appointment and give them to your dealer. The form is for use by the dealer and by Chrysler to record completion of the service.
If you have any problem obtaining the service, please contact the Chrysler Zone Office in your area. (It is listed under "Service Assistance" in your Operator's Manual.) The Zone Office will arrange for prompt servicing of your truck.
