Subject: Safety Recall 87S38-Supplement 1 - Fuel/Exhaust/Cooling System Inspection and Modification Program for Certain 1983 to 1987-model E-250/E-350 Econoline and Club Wagon Vehicles
Reference: Service Recall Bulletin 87S38, dated January, 1988
The following information updates or corrects technical/administrative instructions transmitted in the original Dealer Recall Bulletin referenced above:
^ Dealer service personnel should be aware that some Econolines and Club Wagons, identified as being involved in Safety Recall 87S38, are actually being used in Emergency Medical Service and must be handled under Safety Recall 87M53. If such is the case, DO NOT ATTEMPT TO INSTALL THE PARTS KITS FOR SAFETY RECALL 87S38 ON ECONOLINES AND CLUB WAGONS USED IN EMERGENCY MEDICAL SERVICE.
^ Regarding the inspection procedure for electric chokes on 3.8L 4V engines, the choke voltage on most of these engines is in the 12-14 volt range. Either voltage is acceptable. However, a few calibrations may have stator voltage of 7-8 volts.
^ Regarding fuel lines packaged in repair parts kits E5UZ-9000-C and E6UZ-9000-B, some were packaged in a way that may have caused "kinks". Even though the hoses appear to be normal when unfolded, the inside of these "kinked" lines may be damaged. Dealer service personnel are to inspect the fuel lines for the presence of kinks and, if necessary, contact the Service Recalls Unit in Wixom on (313) 344-5641 to order replacement fuel lines.
^ Also regarding repair part kit E5UZ-9000-C, instruction sheet #5791 page 1, the fuel tank support (used on 176" wheelbase vehicles with a midship fuel tank) is part number E8UZ-9061-A (not EBUA-9061-AA).
^ Regarding repair part kit E6UZ-9000-B, transmits eight corrections to the installation instructions packaged with the kit:
- Sheet 1 of 15, kit "E" part number changed from E3UZ-9000-G to E3UZ-9000-L.
- Sheet 6 of 15, step "1p" changed to: Cutaway and stripped chassis: Install the new filler pipe kit (Part number E3UZ-9000-L) with the retained rubber grommet.
- Sheet 6 of 15, step "1q" changed to: Vans and Club Wagons: Install the new filler pipe kit (E3UZ-9000-E) using three screws (kit item 2). Torque the screws to 1.7 to 2.8 N-m (15 to 25 in.lb). If the old filler pipe was secured to the body with a screw clamp, replace the clamp and torque it to 3 to 4 N-m (27 to 35 in.lb.).
- Sheet 6 of 15, step "2o" changed to: Remove and retain the rubber filler pipe retention grommet.
- Sheet 8 of 15, step "2t" changed to: Remove and retain the rubber filler pipe retention grommet.
- Sheet 8 of 15, step "2u" changed to: Install the new filler pipe kit (Part number E3UZ-90U0-L) with the retained rubber grommet.
- Sheet 8 of 15, step "2v" changed to: Vans and Club Wagons: Install the new filler pipe kit (Part number E3UZ-9000-E) using three screws (kit item 2). Torque the screws to 1.7 to 2.8 N-m (15 to 25 in.lb). If the older filler pipe was secured to the body with a screw clamp, replace the clamp and torque it to 3 to 4 N-m (27 to 35 in.lb.).
- Sheet 14 of 15, (section heading) changed from: "carbon canister purge valves" to "carbon canister purge valves (5.8L vehicles only)".
^ Regarding the special altitude compensation part kit E3UZ-9000-J used on 7.5L California calibrations, transmits clarifications/revisions to the installation instructions packaged with the kit:
- The California calibration engine vapor purge hose routing may connect directly to the base of the carburetor. The hose O.D. is smaller than the hoses described in the kit. However, the hose I.D. is still 3/8 inch. If the engine contains this routing, DO NOT install the 3/8 inch tee in the PCV hose by the choke as stated in step 5, sheet 3 of 7 in the kit instructions. Also, DO NOT perform steps 6 and 7 on sheet 4 of 7.
^ Regarding the supplemental technical note in the Dealer Recall Bulletin 87S38, Attachment II, Exhibit I, Page 1 of 4, "when to install the thermactor air bypass kit E3TZ-9000-B, "the note DOES NOT refer to vehicles with air conditioning or vacuum operated Ford throttle kickers. Only non-Ford, electrically actuated throttle kickers require the special thermactor air bypass part kit.
^ Regarding non-Ford fuel tanks, if the vehicle does not have Ford fuel tanks, do not install the fuel vent restrictor in the tank.
^ Regarding motorhomes manufactured by Fleetwood Enterprises, Inc., only 1985-1/2 and 1986-model 49 state vehicles with non-Ford fuel tanks will use the Fleet-wood-supplied vent valve kit. All other Fleetwood manufactured vehicles use the applicable Ford parts kit(s) for this recall. Revised kit installation instructions will be furnished by Fleetwood to reflect the vehicle applications noted.
The above material has been incorporated in the "Supplemental Technical Notes" section (Attachment II, Exhibit I) of the recall bulletin and the revised section is enclosed. Please replace the original "Supplemental Technical Notes" section of your Dealer Recall Bulletin 87S38 with this updated version.
Additionally, this supplementary bulletin also:
^ Transmits a revised easier-to-read "Description of Repair Codes" chart. Please replace the original chart in the Recall Bulletin (Attachment II, Exhibit II) with this easier-to-read version.
^ Reminds dealership personnel that parts kit E3UZ-9000-L, contains an order form that is to be given to the owner/operator for the ordering of the cam-lock, "PreVent" gas cap.
^ Advises dealers that purge valve (Part Number E8TE-9B963-AA) contained in parts kit codes "P", "S" and "T" are not as the shown in the parts kit illustrations.
^ Reminds dealership service personnel that the special 87S38 Econoline Hotline remains available for assistance on technical/repair questions concerning this Safety Recall. The Hotline is in operation from 7:30 A.M. until 6:00 P.M. EST daily and is reached by calling 1-800-445-1571.
Please read this bulletin supplement and then pass it on the appropriate personnel in your dealership including your technician(s) who are involved in performing these inspection and modification procedures. File a copy with the appropriate referenced communication.
