WARNING

DO NOT USE SILICONE LUBRICANT ON RUBBER HOSES, CAPS, NIPPLES OR GROMMETS. USE ONLY SOAPY WATER AS SPECIFIED IN THE KIT TECHNICAL INSTRUCTIONS.


DISABLED THERMACTOR SYSTEMS

IF DURING THE INSPECTION PROCEDURE, YOU FIND THAT THE THERMACTOR AIR PUMPS HAVE BEEN PERMANENTLY DISABLED OR REMOVED, THE FOLLOWING STATEMENT SHOULD BE NOTED ON THE ECONOLINE INSPECTION FORM:

"THE THERMACTOR AIR PUMP SYSTEM ON THIS VEHICLE WAS FOUND TO BE DISABLED OR COMPLETELY REMOVED. OPERATION OF THE VEHICLE WITHOUT A FUNCTIONAL AIR PUMP CAN RESULT IN FAILURE OF THE THERMACTOR AIR CHECK VALVE AND COULD RESULT IN AN ENGINE COMPARTMENT FIRE. DO NOT OPERATE THIS UNIT WITH THE THERMACTOR AIR PUMP SYSTEM DISABLED."

IF VEHICLES HAVE THERMACTOR AIR PUMPS REMOVED OR DISABLED, THE THERMACTOR AIR PUMPS MUST BE RETURNED TO A FUNCTIONAL CONDITION.

THE COST OF RETURNING REMOVED OR DISABLED THERMACTOR AIR PUMPS TO A FUNCTIONAL CONDITION IS THE OWNER'S RESPONSIBILITY.

HOWEVER, BEFORE PERFORMING ANY CORRECTIVE ACTION, SEVERAL PROCEDURES MUST BE FOLLOWED TO DETERMINE THE CONDITION OF THE SYSTEM COMPONENTS. THESE PROCEDURES ARE OUTLINED IN THE 1987 ENGINE/EMISSIONS DIAGNOSIS SHOP MANUAL - VOLUME H, PAGES 3-3, 3-5, 3-8, 3-15 AND 3-16. THE PROCEDURES ON PAGES 3-15 OR 3-16 SHOULD BE PERFORMED FIRST. THEN PERFORM ANY CORRECTIVE ACTION REQUIRED.

WHEN TO INSTALL THE THERMACTOR AIR BYPASS KIT (PART NUMBER E3TZ-9000-B)

ANY STATIONARY OPERATION REQUIRING EXTENDED HIGH IDLE OPERATION MUST HAVE MODIFICATION KIT E3TZ-9000-B (CODE D) INSTALLED TO REDUCE UNDERBODY TEMPERATURES TO A SAFE LEVEL. THIS KIT IS DESIGNED TO FIT ONLY VEHICLES WITH ELECTRIC THROTTLE KICKERS. ALL VEHICLES USING ANY OTHER WAY TO GET HIGH IDLE SPEEDS WHEN PARKED SUCH AS MECHANICAL THROTTLE KICKERS, STICKS, THROTTLE PROPS, DRIVER HOLDING THROTTLE AT EXTENDED HIGH IDLE, ETC., REQUIRE CONVERSION TO AN ELECTRIC THROTTLE KICKER TO ALLOW INSTALLATION OF THE KIT. THE COST OF CONVERTING A MECHANICAL THROTTLE, KICKER TO AN ELECTRIC THROTTLE KICKER IS THE RESPONSIBILITY OF THE OWNER.

ELECTRIC THROTTLE KICKERS CAN BE OBTAINED FROM ONE OF THE VENDORS LISTED BELOW. ALTERNATE VENDORS MAY ALSO BE ACCEPTABLE.

SPECIAL PRECAUTION WHEN INSTALLING FUEL LINE KITS

IT IS VERY IMPORTANT THAT THE FUEL LINE ENDS BE CAPPED BEFORE FUEL LINE INSULATION IS INSTALLED. FAILURE TO CAP THE FUEL LINES WHEN INSTALLING THE INSULATION WILL CAUSE INSULATION TO BE PUSHED INTO THE FUEL LINE, LEADING TO PLUGGED FUEL FILTERS AND POOR ENGINE PERFORMANCE.


SPECIAL INSTRUCTIONS (E3UZ-9000-D)

INSTALLATION OF FUEL VENTING KIT ON 176" WHEELBASE VEHICLES

FOR 176" WHEELBASE ECONOLINES THE MUFFLER SHIELD (PN E7UA-9K014-FA) MAY BE OMITTED IF INSTALLATION WOULD REQUIRE "EXTENSIVE" VEHICLE MODIFICATION AND/OR FABRICATION OF SPECIAL BRACKETRY NOT COVERED BY THE KIT INSTALLATION INSTRUCTIONS.

THIS SPECIAL INSTRUCTION IS APPLICABLE ONLY FOR THOSE 176- WHEELBASE VEHICLES WITHOUT A HISTORY OF HEAT RELATED FUEL TANK DAMAGE FROM EXHAUST IMPACT OR CONTACT.


SPECIAL PRECAUTION WHEN INSTALLING FUEL TANK(S)

WHEN INSTALLING FUEL TANKS, TANK STRAPS MUST BE TORQUED TO PROPER SPECIFICATIONS. OVER TORQUING THE STRAPS MAY CAUSE THE BOTTOM OF THE FUEL TANK TO CONTACT THE FUEL PUMP SHUTTING-OFF FUEL FLOW.


HANDLING NON-FORD FUEL TANKS AND/OR FUEL FILLER PIPES

PRIOR TO INSTALLING ANY FUEL VENTING KIT AND/OR FUEL FILLER PIPE KIT, VERIFY THAT THE FUEL TANK(S) AND/OR FUEL FILLER PIPE(S) ARE FORD AS-BUILT, ORIGINAL EQUIPMENT. IF THEY ARE, PROCEED WITH THE REQUIRED INSTALLATION(S) PER THE INSTRUCTIONS PACKAGED IN THE KIT(S). (PLEASE NOTE THAT FORD MOTOR COMPANY SUPPLIES FUEL TANKS, FUEL FILLER PIPES AND INSTALLATION INSTRUCTIONS WITH ALL CUTAWAY AND STRIPPED CHASSIS VEHICLES. THE FILLER PIPES ARE TO BE INSTALLED ON THE BODY BY THE SECOND-STAGE MANUFACTURER.)

IF THE FUEL TANK(S) AND/OR FUEL FILLER PIPE(S) ARE NOT FORD AS-BUILT, ORIGINAL EQUIPMENT (NON-FORD TANKS AND/OR FILLER PIPES OR FILLER PIPES MODIFIED BY A SECOND STAGE MANUFACTURER), THIS MUST BE NOTED ON THE INSPECTION FORM. OWNERS SHOULD THEN BE REFERRED TO THE SECOND STAGE MANUFACTURER OR THE DISTRIBUTOR. OWNERS SHOULD BE INSTRUCTED TO OBTAIN THE PROPER PARTS AND INSTALLATION INSTRUCTIONS REQUIRED TO COMPLETE THIS PORTION OF THE MODIFICATION PROCEDURE.

IF THE OWNER RETURNS WITH PARTS AND INSTALLATION INSTRUCTIONS, FORD DEALERS MAY INSTALL THEM AS PART OF THIS SAFETY RECALL IF THIS CAN BE DONE WITHIN THE LABOR OPERATION TIMES SHOWN. ANY ADDITIONAL TIME REQUIRED FOR INSTALLATION (MODIFICATION, ETC.) IS THE RESPONSIBILITY OF THE OWNER. DO NOT CHARGE THIS ADDITIONAL WORK TO FORD MOTOR COMPANY.

Special Instructions - Installation of Fuel Venting Kits (On Some Motorhomes Built By Fleetwood Enterprises, Inc.)


Vehicles/Engines Involved:

1985-1/2-1987-Model Econoline Cutaway Chassis equipped with 7.5 Liter dual thermactor engines.

Fleetwood Enterprises' "Brand" Names Involved:

Tioga, Tioga Arrow, Tioga Arrow 3000, Jamboree, Jamboree Rallye, Jamboree Rallye LE.

Special Situation:

Some motorhomes based on the above described Econoline vehicles were produced by Fleetwood utilizing non-Ford fuel tanks. Because these tanks use a unique, non-Ford vapor vent control (rollover) valve, the vapor vent control valve supplied with the kit (PN E7UA-9B227-AA) can be used only with an adapter when installing these modification kits on these Fleetwood motorhomes.

Fleetwood Enterprises, Inc. has agreed to send owners of Fleetwood motorhomes affected by this recall adapters that will permit the use of the Ford replacement vapor vent control valves. Fleetwood is instructing owners to bring the replacement valve adapters and installation instructions to their Ford dealer when they present their vehicle for the service required by this safety recall.

Dealership service personnel should be aware of this special arrangement when these vehicles are presented for service, making sure that the unique, non-Ford vapor vent control valve replacement part and installation instructions are with the vehicle before starting the inspection/modfication procedure.
