Tire Inspection and Replacement

STOCK VEHICLES

Correct all affected stock vehicles before delivery.

SOLD VEHICLES

^ Firestone will notify customers of the safety campaign via first class mail beginning the week of March 8 2004. Owners of affected vehicles will be directed to either Ford or Lincoln Mercury dealers or to any authorized participating Firestone retailer.

^ Advise customers who contact your dealership that Ford or Lincoln Mercury dealers will replace their affected tires with an approved replacement (non-Firestone) tire; customers who request replacement Firestone brand tires should be directed to any authorized participating Firestone retailer.

^ Correct affected vehicles identified in OASIS which are brought to your dealership.

TIRE REPLACEMENT GUIDELINES

^ All affected tires should be replaced regardless of the mileage or the remaining tread on the tire. If the customer caused damage to the tires i.e. hit a curb accident under inflation alignment issues the tire should still be replaced. If the tire is worn out it should still be replaced.

^ Because the authorized replacement tires have a higher load rating than the original equipment tires any vehicle that contains one or more of the affected tires must be serviced by replacing all five tires with tires from the Ford Approved Tire Replacement List contained in Attachment II. If the spare tire is the only Firestone Steeltex Radial A/T LT265/75R16 LR D OWL or BSW tire on the vehicle, then only the spare tire should be replaced.

^ Ford Motor Company will only pay claims for new replacement tires that are on the approved Ford list (Attachment II). Upgrades to other brand and size tires are NOT allowed.

RELATED DAMAGE

This is a Firestone tire safety campaign. Ford has assigned a "B" program number merely for administrative purposes. Because vehicle damage resulting from a tire failure is not reimbursable by Ford Motor Company customers seeking reimbursement for these damages should be referred to Bridgestone/Firestone Consumer Affairs at 1-800-465-1904. In the unlikely event there is a condition that you believe warrants an additional related damage claim not related to a tire failure contact the Special Service Support Center for direction.

The owner letter will direct customers to the dealer to have the wheel lug nuts re-tightened at 500 miles (800km) after tire replacement. Dealers are to use the related damage flag to process claims for labor operation 04B14Z (post-repair wheel lug nut re-torque). Approval is not required for this labor operation.

This labor operation may only be claimed once after the original repair.

ADDITIONAL LABOR TIME

^ This repair will require no additional labor time to complete. Claims submitted with "MT" labor will not be accepted for reimbursement unless approved.

^ If you encounter aftermarket equipment or modifications to the vehicle which might prevent the repair of the covered condition call the Special Service Support Center.

OWNER REFUND

Ford and Lincoln Mercury dealers including AtW/Ford Tire Program dealers will not be involved in processing refunds for customers who may have had their tires replaced previously. Customers inquiring about a refund should be referred to Bridgestone/Firestone Consumer Affairs at 1-800-465-1904.

RENTAL CARS

We anticipate that tire availability at program launch will be limited. Therefore to accommodate customers with service issues additional TAP days will be authorized. For complete detail, reference the electronic dealer communication regarding TAP allowance.

CUSTOMER SATISFACTION FUND

Each Ford Division dealer will be provided a Customer Satisfaction Fund determined by the number of affected 2000-2003 Excursions sold. For complete detail, reference the electronic dealer communication regarding Customer Satisfaction Fund.

CLAIMS PREPARATION AND SUBMISSION

Claims Information

^ Enter claims using Direct Warranty Entry (DWE).

^ Enter each unique (complete 10-12 digit) DOT code of the "new" replacement tires on the diagnostic code entry screen in the "Powertrain" DTC fields. The "old" replaced tire DOT codes should be entered beginning with the Body DTC fields.

^ Refer to ACESII manual for claims preparation and submission information.

^ Enter the full part number of the replacement tire with the quantity of tires replaced. Tires will be reimbursed at AtW Dealer cost +25% (mounting balancing & valve stems included).

^ Freight is not reimbursable under 04B14.

^ Tire disposal will not be reimbursed, see the Tire Recycling Process Attachment V Dealers may still claim any applicable local waste tax - enter OTHER in the miscellaneous expense area of the claim with the actual cost.

^ Sublet repairs should be claimed by entering OSL as the labor operation. Enter OSL and the actual cost not to exceed the Ford published operation amount at the dealer's approved warranty labor rate.
