This article supersedes TSB 06-24-16 to remove the vehicle built date qualification.
ISSUE
Some 2007 Expedition and Navigator vehicles may exhibit no tachometer signal, with instrument cluster (IC) warning indicators on, and engine still running. After shutting down the vehicle, it may also exhibit no crank/no start, with no communication from the powertrain control module (PCM). There may also be a diagnostic trouble code (DTC) in the PCM memory, P1260 (Theft Detected, Vehicle Immobilized).
ACTION
Follow the Service Procedure steps to correct the condition.
SERVICE PROCEDURE
1. Pinpoint which connector is most likely the source of the problem. Use a service tool to run a network test or any other link-based function like retrieving DTC to attempt communication with each of the standard HS-CAN modules: IC, restraint control module (RCM), anti-lock brake system (ABS), transmission control module (TCM), and PCM.
a. If you are able to communicate with IC but fail with RCM, ABS, TCM and PCM modules, then check both sides of C238 Pins 62 and 63, HS-CAN Circuits VDB04 (WH-BU) and VDBO5 (WH) - for loose/damaged terminals.
b. If you are able to communicate with IC and RCM but fail with ABS, TCM and PCM modules, then check both sides of C212 (same circuits) Pins 12 and 13 for loose/damaged terminals.
c. If you are able to communicate with IC, RCM and ABS but fail with TCM and PCM modules, then check both sides of C146 (same circuits), Pins 20 and 21 for loose/damaged terminals. Also inspect Pins 13 and 14.
TIP:
When reconnecting C146 be careful to make sure that the two (2) sides of the connector shells are lined up straight. If the two sides of the connector are mated at an angle, there is a risk of pushing out pins which may reintroduce the problem or cause other problems. The fact that the lever-lock locks does not guarantee that the connector was mated properly.
d. If you are able to communicate with IC, RCM, ABS and TCM but fail with PCM module, then check both sides of C146 (same circuits), Pins 13 and 14 for loose/damaged terminals. Also inspect Pins 20 and 21. See TIP under Step C regarding mating of C146.
e. If you are unable to communicate with any module refer to the appropriate workshop manual for further network diagnostics.
f. If you are able to communicate with all modules the problem may be intermittent and the fault is not currently present. You may need to check each of the connectors to look for a partially loose/damaged terminal. See TIP under Step C regarding mating of C146.
2. Repair/replace terminals as necessary.
3. Clear DTC P1260 if there are no corresponding codes in the IC.
4. Recheck for DTCs in all modules.
5. If no concern is found with the HS-CAN circuits and the concern still exists, follow normal diagnostics.
