A/T - No Passing Gear (forced detent) Upshifts Normal

PROBLEM:
No passing gear (forced detent), upshifts are normal and respond properly.
When diagnosing for no passing gear, it is important to check for full throttle downshift at approximately 15 to 18 mph, while in second gear. This quick check will show if the problem is really in the detent circuit or not. If the transmission does not shift to low gear with full throttle while in second gear, check the following:
1. Be sure the TV cable and linkage pushes the TV plunger all the way into the TV bushing at wide open throttle.
2. Remove the TV plunger and bushing from the valve body (valve body removal is not necessary). Push the plunger into the bushing to simulate WOT. Does the rear spool of the plunger open the rear hole of the bushing?
3. If everything is good, remove the valve body and spacer plate to check for a missing, or mislocated number 9 checkball.
