Condition
General Motors has decided to conduct a voluntary emission recall involving certain 2008-2009 model year Chevrolet Tahoe and GMC Yukon, and 2009 model year Cadillac Escalade, Chevrolet Silverado, and GMC Sierra two-mode hybrid vehicles. On these vehicles, the current battery voltage reading, which determines when the battery is charged, may be incorrect. This could cause a Service Engine Soon light to illuminate and the vehicle may shutdown at low speeds when the vehicle is attempting to transition from electric motor to gasoline engine mode. The vehicle can be immediately restarted; however, it will likely continue to shutdown until the voltage error is corrected or unless the vehicle is driven at higher speeds for a duration of approximately one hour.
Correction
Dealers are to reprogram hybrid-related modules.
Vehicles Involved
Involved are certain 2008-2009 model year Chevrolet Tahoe and GMC Yukon, and 2009 model year Cadillac Escalade, Chevrolet Silverado, and GMC Sierra two-mode hybrid vehicles built within these VIN breakpoints:

Dealers are to confirm vehicle eligibility prior to beginning repairs by using the GM Vehicle Inquiry System (GMVIS). Not all vehicles within the above breakpoints may be involved.

Service Procedure
Note
This campaign provides service information and a labor operation code for a sequential programming event, EBCM relearn procedure and road test. Repairs not related to this campaign should be submitted as a warranty claim using the appropriate labor operations code. If the vehicle has an SES lamp with a DTC P061B, refer to Service Information for diagnostic and repair instructions prior to proceeding with the campaign.
Perform the following hybrid charging procedure before reprogramming. Connect the Tech 2(R) to the vehicle to monitor the hybrid battery state of charge. Start the engine. Leave the vehicle in park with the hood open. Apply the throttle to maintain a range of engine RPM from 2600 to 2800 (approximately 16% throttle position), watch tachometer, battery SOC (from Tech 2(R)) and continue charging with your foot on the throttle until a minimum of 70% SOC is reached.
Note
This procedure typically lasts 10 minutes or less. If after 20 minutes the pack SOC has not approached 70%, please record pack temperature and call TAC for further information.
Note
The vehicle may exhibit different driving characteristics after reprogramming. The hybrid battery is correcting the SOC and may take some time for it to return to normal driving operation.
Do not attempt to order the calibration number from GMSPO. The calibration numbers required for this service procedure are programmed into control modules via a Multiple Diagnostic Interface (MDI) and TIS2WEB with the calibration update. Use TIS2WEB on or after 05/13/09 to obtain the calibration. If you cannot access the calibration, call the Techline Customer Support Center and it will be provided.
For step-by-step programming instructions, please refer to SI and the Techline Information System (TIS) terminal.
1. Verify that there is a battery charge of 12 to 16 volts. The battery must be able to maintain a charge during programming. Only use an approved Midtronic 165-PSC charger to maintain proper battery voltage during programming.
2. Perform sequential programming event. Refer to SI and Service Programming System (SPS) documentation for programming instructions, if required.
1. Connect the MDI to the vehicle. Use a wire connection with MDI for this programming event. DO NOT use the MDI wireless option.
2. Select J2534 MDI and Reprogram ECU from the Select Diagnostic Tool and Programming Process screen.
3. Select SEQ EBCM/HCP/ECM/TCM/BECM Sequential Programming from the Supported Controllers screen.
4. Follow the on-screen instructions.
3. Using the MDI, clear all DTCs if required.
After the EBCM has been reprogrammed, it will be necessary to perform the EBCM Relearn Procedure below.
EBCM Relearn Procedure
Note
The vehicle must be at least 32° F (-0° C) or warmer before performing the set up procedures below. Use a contact thermometer or an infrared temperature gun to measure the temperature of the EBCM.
Using the Tech 2(R) scan tool, perform the EBCM Relearn using the steps below:
1. Select Diagnostics.
2. Build the appropriate vehicle information.
3. Select Chassis.
4. Select if the vehicle is equipped with Magnetic Ride Control Suspension Package (RPO Z95).
5. Select Electronic Brake Control Module (EBCM).
6. Select Module Setup.
7. Select the EBCM Relearn.
8. The Tech 2(R) screen will have a soft key labeled "RESET". Press the Tech 2(R) soft key and the screen will read "*Procedure in Progress*" for 20-25 seconds.
1. The screen should read "Process Complete". If the Relearn fails, you need to clear all codes and repeat the entire EBCM Relearn Procedure.
2. At this point, the relearn is not completed; you need to WAIT an additional 50 seconds without depressing the brake pedal.
3. Clear all DTCs from the PCM and the EBCM.
4. Turn the ignition key to the "OFF" position. Open the driver's door and wait one minute before starting the vehicle. This will disable the retained accessory power allowing the High Speed GMLAN Serial Data Bus to go to sleep and write the data to the Electrically Erasable Programmable Read Only Memory (EEPROM) in the EBCM.
9. Start the vehicle and drive up to 32 km/h (20 mph), then perform a brake stop.
10. Park the vehicle and place the transmission in the PARK position.
11. Turn the ignition key to the "OFF" position for one minute.
12. Clear all codes from all of the modules.
13. Drive the vehicle again and perform another brake stop.
Note
If DTC C0561 is present, cycle the ignition key to the "OFF" position for one minute, then start the vehicle and clear the DTC while the vehicle is running.
14. Verify that the condition has been corrected and that all the codes have been cleared.
15. Drive the vehicle in autostop for a minimum of 10 consecutive seconds without braking or coasting to help with the SOC relearn.
16. CALIFORNIA, CONNECTICUT, MASSACHUSETTS, MAINE, OREGON, VERMONT, & WASHINGTON VEHICLES ONLY: Install a Recall Identification Label. Also, for California vehicles complete a "Proof of Correction" certificate upon recall completion.
Recall Identification Label - California, Connecticut, Massachusetts, Maine, Oregon, Vermont, & Washington Vehicles Only
Place a Recall Identification Label on each vehicle corrected in accordance with the instructions outlined in this Product Recall Bulletin. Each label provides a space to include the recall number and the five-digit dealer code of the dealer performing the recall service. This information may be inserted with a typewriter or a ballpoint pen.
Put the Recall Identification Label on a clean and dry surface of the radiator core support in an area that will be visible to people servicing the vehicle.
When installing the Recall Identification Label, be sure to pull the tab to allow adhesion of the clear protective covering. Courtesy Transportation - For US and Canada
The General Motors Courtesy Transportation program is intended to minimize customer inconvenience when a vehicle requires a repair that is covered by the New Vehicle Limited Warranties. The availability of courtesy transportation to customers whose vehicles are within the warranty coverage period and involved in a product program is very important in maintaining customer satisfaction. Dealers are to ensure that these customers understand that shuttle service or some other form of courtesy transportation is available and will be provided at no charge. Dealers should refer to the General Motors Service Policies and Procedures Manual for Courtesy Transportation guidelines.

Customer Notification - For US and Canada
General Motors will notify customers of this recall on their vehicle (see copy of customer letter shown in this bulletin).
In order to ensure full protection under the emission warranty, and the right to participate in future recalls, the customer notification letter recommends that customers have their vehicles serviced as soon as possible. It also advises that failure to do so could legally be determined to be lack of proper maintenance. The vehicle may fail a state or local emission inspection test if the recall work is not completed.
Customer Notification - For Export
Letters will be sent to known owners of record located within areas covered by the US National Traffic and Motor Vehicle Safety Act. For owners outside these areas, dealers should notify customers using the sample letter.

Dealer Recall Responsibility
All unsold new vehicles in dealers' possession and subject to this recall must be held and inspected/repaired per the service procedure of this recall bulletin before customers take possession of these vehicles.
Dealers are to service all vehicles subject to this recall at no charge to customers, regardless of mileage, age of vehicle, or ownership, from this time forward.
Customers who have recently purchased vehicles sold from your vehicle inventory, and for which there is no customer information indicated on the dealer listing, are to be contacted by the dealer. Arrangements are to be made to make the required correction according to the instructions contained in this bulletin. A copy of the customer letter is provided in this bulletin for your use in contacting customers. Recall follow-up cards should not be used for this purpose, since the customer may not as yet have received the notification letter.
In summary, whenever a vehicle subject to this recall enters your vehicle inventory, or is in your dealership for service in the future, you must take the steps necessary to be sure the recall correction has been made before selling or releasing the vehicle.

When a California emissions recall is completed by a GM dealer, the dealer must provide the vehicle owner a "Proof of Correction Certificate" which the owner may need to present to the California Department Of Motor Vehicles (DMV) when renewing their vehicle registration. Without this correction certificate, the owner may be unable to renew their vehicle registration.
