The heater relay circuit for affected vehicles is incorrectly shown in wiring diagrams in the Workshop Manual pages:

Connectors H-21 and E17 should be included in the heater relay circuit. This Service Bulletin contains corrected wiring diagrams and H21 and E17 connector views for the referenced Workshop Manual pages.

NOTE
The heater relay circuit is correctly shown in the 1991 and 1992 Rodeo Electrical Troubleshooting Manuals.
