ISSUE:
The National Highway Traffic Safety Administration issues letters (sample included) to vehicle owners who provide compelling reasons, to approve the deactivation of their vehicle's airbag(s). This program was of very limited nature up until February 1997 at which point NHTSA increased the volume of approvals. The letters are addressed to a specific person with a specific address but do NOT mention any specific vehicle or VIN. As result you may be contacted by an owner, with a letter from NHTSA authorizing the deactivation of one or both airbags. To accommodate these authorizations, you can provide this service to the customer. Compliance with the National Highway and Traffic Safety Administration (NHTSA) authorization is voluntary by the servicing dealer. Airbag Restraint System deactivation service kits are NOT currently available to Jaguar dealers. Kit contents can be provided against specific requests only.
ACTION:
Deactivate the Airbag Restraint System ONLY if the customer can present an original letter of authorization from the National Highway and Traffic Safety Administration (NHTSA).

THIS IS A CUSTOMER PAY-FOR-SERVICE PROGRAM. THERE IS NO WARRANTY COVERAGE FOR THIS OPERATION.
DEALERSHIP INSTRUCTIONS
^ Customers must provide the servicing dealer with an original copy of the National Highway and Traffic Safety Administration (NHTSA) letter of authorization. The dealer will be requested to complete the form attached to this bulletin with customer's name, complete mailing address and the complete Vehicle Identification Number (VIN).
^ Customer information contained in the original NHTSA deactivation authorization letter, along with the Vehicle Identification Number (VIN), will be recorded and registered in the Jaguar Product Legislation and Compliance (PLC) database. indicating a kit(s) has been supplied to a specific dealer to deactivate the vehicle Airbag Restraint System on a specific vehicle.
^ Confirmation and authentication of the customer information will be verified prior to shipment of the service kit.
^ Dealership personnel involved with the Airbag Restraint System deactivation service program must be made aware that the customer must provide an original copy of the National Highway and Traffic Safety Administration (NHTSA) authorization letter.
^ Dealers are to fax a copy of the parts order form to Jaguar Product Legislation and Compliance at (201) 818-9897 making certain that the customer's name, mailing address, area code/phone number and the Vehicle Identification Number (VIN) and all other requested information are supplied.
^ The service kit will be shipped directly to the dealer for the Vehicle Identification Number (VIN) stated. If the kit is not installed in the specific vehicle it must be returned to the Product Compliance Department, Jaguar Cars, Mahwah, NJ.
This modification to the airbag system will be reversible. The shunt fitted to all XK8s, and all 1995 and newer sedans can be removed.
BREED AIRBAG EQUIPPED CARS
We do not recommend deactivation of the Breed airbag equipped cars (1993-94 Sedan; 1990-96 XJS) as this would require replacement of the steering column, steering wheel, removal of passenger airbag and installation of a glovebox. The cost of this would be prohibitive to the customer. We suggest you try to get the customer into a newer Jaguar where deactivation is more easily done. However, should you receive a request from an owner for deactivation of the Breed airbag and the customer is not interested in a newer Jaguar, please follow the above instructions and we will advise you of the steps to take.
SPECIAL PROGRAM INFORMATION
Labor Allowance
The installation of the Airbag Restraint System deactivation service kit will take approximately 1.25 hour for both airbags; 0.75 for one airbag.
Owners Requesting Airbag Restraint System Deactivation
