Engine - Poor Starting in Cold Weather
17/3/9519/01/95/US
SUBJECT:
Extreme Low Temperature - No Start
MODEL:
Range Rover Classic, Discovery, Def 90, 110
AFFECTED VEHICLES:
1993, '94, '95 Range Rover Classic. 1994, '95 Discovery.
1993 Defender 110. 1994, '95 Defender 90
DETAIL
We have developed improved fueling tunes to enhance starting performance in extreme cold. These tunes reduce the amount of fuel injected into the engine at temperatures below -5°F (-20°C).
In addition to the updated tune, engineering have also identified that a high level of cranking speed is critical to starting. As a result an oil change to 5W/30 or 5W/40 engine oil is required (unless the vehicle recently had an oil change at PDI in line with TIB # 12/07/94/US).
If a vehicle suffers poor starting performance in extremely cold temperatures then follow the procedure below.
Note:
Before the action below is carried out ensure that the battery/charging system is in good condition and the vehicles ignition system is functioning correctly.
ACTION REQUIRED
Upon customer complaint, follow the procedure below.

PROCEDURE
1. Upgrade Prom
Remove ECM from the vehicle, and using an appropriate anti static mat and equipment, install new prom. Before installing the new prom, ensure that the semicircular cut out in the top surface of the prom, is aligned with the similar cut out in the prom socket.
2. Oil change
Remove sump plug and allow oil to drain. Refit plug and refill. DO NOT REPLACE OIL FILTER.
Note:
If 5W oil was installed at new vehicle PDI, do not carry out the oil change.
