Vehicles Added to Recall and Additional Service Procedures
VEHICLES ADDED TO RECALLSome of the 1984 Mark VII vehicles produced from January 6 through 20, 1984 were assembled with key release cables that were erroneously identified with the revised-design key release cable part number and with a white paint daub on the prong end of the key release cable intended as visual identification of the new cables. A list identifying vehicles added by this supplement and delivered to your dealership is enclosed. If no vehicle listing is enclosed, you are not involved at this time, and this Service Recall Bulletin is for information only. Because some of these cables may have been assembled using prior design level components, the key release and steering wheel lock systems on these vehicles also may not function properly. It is therefore necessary to functionally check and correct, as required, all vehicles built during the above period:
1. Check for proper operation of the key release and steering column lock systems following the procedure specified in Step 13*. Vehicles satisfactorily passing this functional test may be released. Other vehicles are to be corrected in accordance with the following procedures.
2. Follow Steps 1 through 5 and 7 through 13*. If the key release control system fails the Step 13* functional test following the spacer installation, proceed to "Additional Service Procedures" contained on Page 2 of this supplement.

Vehicles added to the recall by this supplement do not require changing the tire information placard.
For units in this supplement group (built 1/6 through 1/20/84) that may be in owner hands, you are requested to contact those owners in advance of notification by the Company to advise them of this recall and to arrange with them for completion of the recall service. Vehicle build dates can be determined by checking the date code ink-stamped on the top surface of the left hand shock absorber tower.
ADDITIONAL SERVICE PROCEDURES
Some vehicles included in Recall No. 478, including vehicles added by this supplement, may not satisfactorily pass the Step 13* functional test even with the spacer installed. This may be due to interference between the key release cable lever and the shift cable.
Vehicles not passing the Step 13* functional test following spacer installation, are to be inspected for proper installation of the shift cable and corrected, as required.
1. Remove the console top trim, gearshift lever knob and bezel.
2. Refer to attached illustration.
A. Inspect for proper orientation of C-clip at the shift cable housing bracket. C-clip tab should point rearward.
B. Inspect shift cable for proper seating in the housing bracket. Cable should not be loose.
C. Inspect key release cable lever for operational clearance to the shift cable throughout its range of travel.
3. If any of the Step 2 inspections is unsatisfactory, remove the C-clip, reseat the shift cable to the housing bracket, and install the C-clip as shown in the illustration.

4. Repeat Step 13* key release cable control function test. If satisfactory, reinstall console top trim, gearshift lever knob, and bezel, and release vehicle. If unsatisfactory, replace the key release cable assembly with one of the new design level (E4LY-3F684-B). Refer to Attachments A and B for ignition lock cable removal and installation procedures. Repeat the Step 13* functional check and if OK release the vehicle.
