PLEASE CIRCULATE THESE INSTRUCTIONS TO YOUR PARTS AND SERVICE PERSONNEL. ANY QUESTIONS REGARDING THESE INSTRUCTIONS SHOULD BE DIRECTED TO YOUR SERVICE ZONE MANAGER.VEHICLES INVOLVED
All 1984 through 1986-model Continental vehicles manufactured at the Wixom Assembly Plant.
PROGRAM FEATURES
Component Covered: ^ Interior "real wood" veneer trim panel appliques.
Program Coverage: ^ Ford will pay the replacement cost (parts and labor) for any interior woodgrain veneer trim panel appliques as a result of a bubbling and/or delamination condition for 36 months from the vehicles' in-service date or 36,000 miles of operation, whichever comes first, or April 15, 1988, WHICHEVER PROVIDES GREATER COVERAGE.
Refunds: ^ Owners will be refunded for interior "real wood" veneer trim panel applique replacement costs incurred prior to this program as a result of the described condition.
^ Owners must request refunds from dealerships by April 15,
1988. Dealers must submit owner refund requests on separate warranty claim Forms 1863 through the Direct Warranty Entry (DWE) System or mailed if your dealership does not have DWE capability by May 15, 1988.
TECHNICAL INSTRUCTIONS Inspection
Owners are requested to inspect the interior "real wood" veneer trim panel appliques of their vehicles to determine if the bubbling and/or delamination condition exists. If they prefer, owners may return their vehicles to dealerships to have the inspection performed at no charge.
Repair (Reference: Appropriate Model-Year, Car Shop Manual - Volume B; Section 45)
^ Replace all appliques if one or more of the appliques is bubbled and/or delaminated.
PARTS ORDERING INFORMATION
Parts required for Owner Notification Program M54 may be ordered through normal order processing channels. Please be sure that parts are available in your dealership before scheduling repairs.

CLAIM PREPARATION INSTRUCTIONS (A copy of these instructions should be filed in Section 5.5 of your Warranty and Policy Manual).
Repairs performed under Owner Notification Program M54 should be submitted through the Direct Warranty Entry (DWE) System or mailed if your dealership does not have DWE capability. The claim Form 1863 should include standard claim preparation procedures and the information shown below. Program number M54 must be entered in the program code box in the upper left of the claim form.

Owner Refund Requests submitted under Owner Notification Program M54 are governed by the following guidelines:
^ Owners seeking refund for replacement of the interior "real wood" trim panel appliques performed at their expense prior to this program must present their paid repair orders or over-the-counter parts purchase receipts to any Lincoln-Mercury dealership by April 15, 1988.
^ A copy of the paid repair orders showing the date and vehicle mileage at the time of repair or over-the-counter parts purchase receipts must be retained in your service files for at least one year from the date of Company notification of payment.
^ Owner refund requests should be submitted through Direct Warranty Entry
(DWE) System or mailed if your dealership does not have DWE capability on separate claim Forms 1863. Claims for owner reimbursement must be submitted by May 15, 1988. Claims submitted after May 15, 1988 will not be paid. In addition to the information shown in the special preparation of owner refund claims (Reference: Warranty and Policy Manual - Subject 6.1, page 15), please enter the information shown on the following page:

^ An administrative allowance of 0.2 hours will be allowed for processing each eligible owner refund request. To claim the allowance, enter "ALLOW" in the Labor Operation No. column and 0.2 in the Scheduled Time column. Extend the 0.2 hours at your authorized warranty labor rate and enter the result in the Amount column.
^ You are requested to provide prompt refund to all eligible owners who respond to this program with proper repair documentation regardless of the source of the original repair (your dealership, another Lincoln-Mercury dealership).
Owners of affected vehicles in the Houston District will be mailed the letter shown on Attachment II. Original owners of affected vehicles, who still own the vehicle will be also provided the letter and the Special Purchase Assistance Certificate shown on Attachments III, A and B.
