LINCOLN-MERCURY: 1990 TOWN CAR
ISSUE: The ABS pump motor relay contacts may corrode from water entry. Water entry into the relay is caused by water wicking up between the wire and insulation in the 57E ground circuit. The corroded contacts in the relay will conduct continuous current resulting in an inoperative ABS pump relay. The inoperative relay may cause the ABS check system light to indicate a system fault. The brake pump for the anti-lock brake system could continue to run at all times with the ignition in either the OFF or RUN position. The continous running of the pump motor will cause the battery to discharge, resulting in a no-start condition. This condition WILL NOT affect vehicle braking.
ACTION: Install and re-locate a new ABS pump motor relay and wiring repair kit. Refer to the following procedure for service details.
1. Disconnect the negative battery cable.
2. Remove the air cleaner.
3. Locate the ABS pump motor relay. The relay is located at the front left hand side of the engine compartment on the header reinforcement. Refer to page 151-2, zone F10 of the 1990 Town Car EVTM for the specific location.
4. Remove the Anti-Lock Brake System (ABS) relay.
5. Disconnect the connectors from the relay.
6. Remove the tape and convolute tubing about four (4) inches (100 mm) down from the connector. If the wires are wet, dry them.

7. Cut the black 12 gauge wire of circuit 57E about three (3) inches (75 mm) from the connector, Figure 1.
8. Tape the black wire back onto the harness, Figure 1.
9. Blow out any residual water from both of the connectors with compressed air.
10. Strip back the black 12 gauge wire about 1/4 inch (6 mm) from the connector, Figure 1.
NOTE: MAKE SURE THAT THE TERMINAL IS FULLY SEATED IN THE CONNECTOR AFTER THE WIRE HAS BEEN STRIPPED.
11. Insert this stripped black wire into the butt splice connector on the added pigtail and crimp securely, Figure 1.
12. Apply heat to the butt splice until tubing shrinks and adhesive flows around the wire lead.
13. Put all wires (except added pigtail) back into convolute tubing.
14. Re-tape the convolute tubing with electrical tape.
15. Drill two (2) new 1/8 inch (3 mm) holes to re-locate the new ABS relay, Figure 1.
NOTE: THE GROUND TERMINAL MUST BE A MINIMUM OF 3-9/16 INCHES (88.5 MM) BELOW RELAY MOUNTING HOLE.
16. Mount the ABS relay. Use the screw provided in the kit, Figure 1.
17. Mount the ground wire. Use the screw provided in the kit, Figure 1.
18. Install both wire connectors on the ABS relay.
NOTE: MAKE SURE THE CONNECTORS ARE THOROUGHLY DRY BEFORE ATTACHING THE CONNECTORS TO THE NEW RELAY.
19. Install the air cleaner.
20. Re-connect the negative battery cable.
