Horn - Difficult to Operate or Inoperative in Cold

HORN - INOPERATIVE AND/OR HIGH EFFORTS TO OPERATE HORN IN COLD AMBIENT TEMPERATURES - VEHICLES BUILT THROUGH 5/17/96

This TSB article is being republished in its entirety to include 1995 model year vehicles.

ISSUE:
The horn may not operate and/or may be difficult to operate in ambient temperatures below 0°C (32°F). This may be caused by the material of which the horn pad switch is constructed. The material may become less flexible in cold ambient temperatures.

ACTION:
Replace the horn pad/air bag module with a revised horn pad/air bag module. The revised pad is constructed with a material that will stay flexible in cold ambient temperatures which should reduce the possibility of the horn being difficult to operate. Refer to the following text for details.

Replace the horn pad/air bag module. Refer to the Parts Block for the correct part numbers. Follow the Service Procedure for Air Bag Module Service outlined in the 1996 Town Car Service Manual, Section 01-20B, for removal and installation procedures.
