HIGH EFFORT TO ACTIVATE HORN - VEHICLES

This article supersedes TSB 05-13-10 to update the vehicle model years and service procedure.
ISSUE
Some 2005-2006 Crown Victoria/Grand Marquis and Town Car vehicles built before 10/19/2005, may require a high horn pad effort to activate the horn.
ACTION
Clean the horn contacts. Refer to the following Service Procedure.
SERVICE PROCEDURE
1. Remove driver air bag. Refer to online version of Workshop Manual Section 501-20B.
2. Apply PM-4, Motorcraft(TM) Metal Brake Parts Cleaner onto a plastic scouring pad.
NOTE
VEHICLES MAY BE EQUIPPED WITH STEERING WHEELS THAT UTILIZE EITHER COPPER OR SILVER HORN CONTACTS. FOR COPPER CONTACTS PROCEED WITH STEP 3, FOR SILVER CONTACTS SKIP TO STEP 4.
3. Wipe the four (4) copper contacts on the steering wheel with the plastic scouring pad until the copper rivets appear shiny.
4. Wipe the four (4) horn contact points on the rear of the air bag module with the plastic scouring pad and PM-4 cleaner to remove any residue.
5. Apply PM-4 cleaner onto a soft clean cloth and wipe off all four (4) contact points on the steering wheel and the four (4) contact points on the rear of the air bag module.
6. Wipe all eight (8) contact points with a clean cloth to remove any remaining residue until all surfaces are clean and dry.
7. Paint the rivets of the steering wheel with PM-11 Motorcraft(TM) Rear Window Defroster Repair. Apply a minimum of three (3) coats to each rivet. Ensure the coats are applied smoothly without lumps or globs.
NOTE
TO ENSURE PROPER ELECTRICAL PERFORMANCE OF THE PM-11 YOU MUST SHAKE THE BOTTLE TO THOROUGHLY MIX THE SILVER PAINT JUST PRIOR TO EACH APPLICATION.
CAUTION
CURING TIME BETWEEN COATS TAKES ABOUT 5 MINUTES TO AIR DRY. DO NOT USE A HEAT GUN TO SPEED THE CURING PROCESS, IT WILL DAMAGE THE STEERING WHEEL AND/OR WIRING.
8. Ensure that the steering wheel/air bag wiring is pushed down into the lower cavity and will not restrict the air bag movement.
9. Reinstall the driver air bag, refer to online version of Workshop Manual, Section 501-20B. Verify proper horn operation.
NOTE
1 BOTTLE OF PM-11 WILL REPAIR APPROXIMATELY 7-10 VEHICLES.
