B. Owner Notification
A letter of notification will be sent to all registered owners of affected vehicles in the mainland of U.S.A. Two types of letters will be sent, depending on the states.
(1) Affected States
A formal Notice of Recall Campaign is sent to each registered owner of a subject vehicle residing in the affected states. It will advise the owner to bring his/her vehicle to an authorized Mazda dealer for a free-of-charge replacement of the idler arm.
(2) All Other States in the Mainland of U.S.A.
The notification informs registered owners of the subject vehicles of the condition and of Mazda's decision to conduct a recall campaign in the affected states. If the owner has in the past operated the vehicle in the affected states for an extended period of time, or has recently moved to one of these states or has experienced hard or stiff steering operation or poor steering return, he/she is advised to bring the vehicle to the nearest authorized Mazda dealer for an inspection and, if the stiffness or partial seizure is found, to have the idler arm replaced free of charge.
Samples of the two owner notification letters are attached for your reference.

D. Repair Procedure for the Vehicle being Operated in the Affected States
Replace the idler arm with the modified one indicated in the paragraph C.
Note:
Please follow the regular idler arm replacement procedure shown in the Workshop Manual applicable to the respective model.
FIGURE 1:
Inspect the assembly prior to replacement to determine whether a new type, most readily identified by the shape of the dust seal as shown in the next page, is currently installed.
The idler arm may previously have been replaced on an affected vehicle as part of preventive or corrective maintenance. If an already modified assembly was installed at that time, you should not replace the idler arm again.
FIGURE 2:
A properly completed campaign label must be affixed to the rear inside front driver's side door edge (adjacent to latch) as shown in Figure 2 to signify the campaign completion. As a matter of prudence, you should verify that no label is already affixed to this area prior to proceeding with the campaign repair. Campaign labels have been sent or will be sent to you separately.
