Steering Column - Stuck in 'UP' Position

DESCRIPTION
The tilt steering wheel is stuck in "up" position and will not come down when inserting the ignition key into the ignition.
Customers complaining of this concern should have their vehicle inspected and repaired according to the repair procedures below.
REPAIR PROCEDURE
VOLTAGE INSPECTION:
1. Remove lower steering column cover.
2. With Auto mode switch "ON", insert ignition key into ignition.
3. Using an ohmmeter, confirm continuity to tilt motor at N-04 connector.
NOTE:
Perform Step 5 (measure tilt sensor voltage) within 3 to 4 seconds after Step 4 (ignition key removal), otherwise zero (0) volts will be found.
4. Remove ignition key from ignition so the tilt steering rises to the "Top Dead Point" position.
5. Using NGS to capture the voltage, measure tilt sensor voltage at N-02 connector between G and W/B.
^ If voltage is 3.65V or greater, turn 12 mm mechanical stopper nut 360 degrees counter clock-wise. It is not necessary to loosen the large lock nut.
^ If voltage is less than 3.65V , adjust tilt sensor (according to TILT SENSOR ADJUSTMENT).
TILT SENSOR ADJUSTMENT:
1. Check for bent or deformed tilt sensor bracket which may affect voltage reading. Repair as necessary.
2. Loosen (2) two tilt sensor screws holding bracket to steering column.
3. Move tilt sensor fully toward the engine compartment until voltage is 3.85V between C and W/B (N-02 connector).
^ If 3.85V cannot be reached, proceed to STEP 4.
^ If the voltage is 3.85V or greater, proceed to STEP 5.
4. Loosen two (2) tilt sensor installation screws and move the tilt sensor to the highest possible voltage, then proceed to STEP 5.
5. Tighten tilt sensor screws, then reconfirm voltage again.
6. Turn 12 mm mechanical stopper nut 90 degrees counter clock-wise.
7. Verify proper tilt wheel operation.
NOTE:
If tilt operation is not restored, follow the TILT SHAFT PRE-LOAD ADJUSTMENT procedure.
TILT SHAFT PRE-LOAD ADJUSTMENT:
1. Remove bracket screw and pull bracket away from 27 mm hex lock nut.
2. Mark original position of 27 mm lock nut.
3. Loosen lock nut.
4. Locate 10 mm hex head plug.
5. Loosen hex head plug until tilt motor operation returns.
6. Tighten 27 mm lock nut.
7. Reposition end of bracket and reinstall the removed bracket screw.
8. Verify proper tilt wheel operation.
NOTE:
If tilt operation is not restored after performing all steps included in this service bulletin, refer to previous service bulletin 06-001/01R issued 10/19/2001 for additional troubleshooting information.
