Subject: Emissions Recall 88E66 - Recall of Certain 1982-Model 49-States 2.3 Liter and Automatic Transmission Equipped Passenger Cars for Exhaust Gas Recirculation (EGR) Spacer Cleaning
VEHICLES INVOLVED
All 1982-Model 49-States Fairmont/Zephyr, Mustang/Capri and Granada vehicles manufactured at the Atlanta, Chicago, Dearborn and Kansas City Assembly Plants, equipped with automatic transmissions and 2.3L engines having calibration 2-06A-R10. (Engine Codes CF/CJ-156-AB).
REASON FOR RECALL
Ford is voluntarily recalling the affected vehicles to help assure acceptable levels of exhaust emissions. This will be achieved by removing the carburetor-to-intake-manifold exhaust gas recirculation (EGR) spacer and cleaning the spacer passages.
VEHICLE ELIGIBILITY
The enclosed listing identifies involved units reported registered to owners in your dealership's area. Other eligible vehicles that may be brought to your dealership for this recall service should be corrected as promptly as possible. If the owner of an eligible vehicle does not have a Customer Notification and Dealer Claim Form (FCS-1864), please complete a blank Form 1864 and submit it via the Direct Warranty Entry (DWE) system for reimbursement.
CARES/ OASIS
To determine if a vehicle is eligible, you must utilize "CARES" (Computer Assisted Recall System) or "OASIS" (On-Line Automotive Service Information System).
DEALER OBLIGATION
Dealers are obligated to perform the recall service promptly following tender of the vehicles by the owners. It is important that you promptly report to your FPSD District Office any instance in which an owner will not allow you to complete this recall service because of objections to scheduling or for any other reason.
TECHNICAL INSTRUCTIONS
1. Remove the carburetor and exhaust gas recirculation (EGR) valve.

2. Remove the carburetor-to-intake-manifold EGR spacer.

3. Disassemble the spacer. Clean the spacer passages and remove old gasket materials from the spacer. Reassemble the spacer.

4. Reinstall the spacer and EGR valve using new gaskets.

5. Reinstall carburetor and reset engine idle speeds.

The 0.1 hour administrative allowance must be added before inserting the total labor time in Box "B" of the Form 1864.

REPORTING COMPLETIONS

Only the Form 1864 will be accepted for reimbursement under this program. Upon completion of the required service, the Form 1864 must be completely filled out and signed by authorized dealer personnel.

CLAIM SUBMISSION

The claims must be entered through the Direct Warranty Entry (DWE) system. Dealers without DWE capability must mail the second copy of the Form 1864 for reimbursement. Should your dealership receive pre-printed Forms 1864 with a seven digit claim number, you must drop the first digit and enter only the last six digits. You must sight verify the claim number for accuracy. It is important that all claims be filed for all completed units so that you will be reimbursed and our records will show completion.

Owners of vehicles affected by this recall will be notified with the letter shown on Attachment I.

REASON FOR THIS LETTER
Ford Motor Company is voluntarily recalling (Emissions Recall 88E66) some 1982-model cars equipped with certain 2.3 liter engines. Our records show that you own one of these cars. Your car's engine may be releasing air pollutants which exceed Federal standards.
WHAT YOU SHOULD DO
Please contact your Ford or Lincoln-Mercury dealer in your area to arrange for this recall service.
WHAT THE DEALER WILL DO
The dealer will remove, clean and reinstall a spacer plate under your car's carburetor at no charge to you. This service should have little or no effect on your car except to reduce the air pollutants released by the emission control system. The time required for this service is about one hour.
WHY SERVICE SHOULD BE DONE
If you do not have this free service done, your emission warranty may be reduced. Also, your car may not pass a vehicle inspection program if there is such a program in your area.
ASK YOUR DEALER
When you call your dealer for this service, ask for a computer check on the "CARES" or the "OASIS" systems to see if your car needs other recall work. If it does, the dealer can tell you about the required service.
FORM ENCLOSED
Your car's identification number is shown on the enclosed form. Please detach the postcard on the cover sheet of the form. Complete any of the sections that may apply to you and mail the postcard to us. Please give the rest of the form to your dealer at the time of service. If you lose the form, the dealer will still service your car at no charge to you.
