The 1983 1.6L EFI engine has a "Hi Cam" feature programmed into the EEC calibration which provides cold idle speeds that are higher than most other engine calibrations. This feature allows no-touch starts at all temperatures.
The hi-cam is on at engine start. The hi-cam can be "kicked down" immediately after the engine has started. Hi-cam speed is 2400-3000 RPM at 75~ coolant temperature and 1800-2000 RPM at 180~ coolant temperature. The idle speed will naturally stabilize to the low idle speed after warm-up (150~ coolant temperature) or approximately one minute after a hot start.
