The valve puller tool, T81P-3504-T, will not fit the input shaft of the power steering gear on vehicles built at the Wayne Assembly Plant between September, 1982 and December, 1982. This makes removal of the valve and pinion assembly with the service tool impossible. The condition is caused by an increased length of the input shaft above the bolt groove which prevents the tool cross pin from engaging the pinch bolt groove in the shaft.
Because the standard service tool will not fit the affected units, a special tool must be fabricated which will push the valve and pinion assembly from the gear housing. This tool may be used for both in-vehicle services as described in TSB 83-12 and for bench services as described in the Shop Manual, Volume C - Page 13-46-17.

To fabricate the tool, obtain a steering gear pinion cap, part number E3FZ-3 568-A and 3/8-24 1-1/2 long bolt. Drill and tap a 3/8-24 thread through the center of the cap (Figure 7).
Use this tool instead of tool number T81P-3504-T in Step 9 of TSB 83-12 and Step 8 of Section 13-46-17 of the 1983 Shop Manual. All other procedures and tools remain the same. The tool is used by installing the drilled and tapped cap into the pinion bore in place of the normal cap as illustrated. Insert the bolt through the cap and tighten it until the valve and pinion assembly is pushed free from the gear assembly. Remove the bolt and cap and continue servicing the gear as described in the Shop Manual or TSB.
