Fuel Tank/Filters - Poor Driveability/Fuel Starvation

Article No. 83-13-17

POOR DRIVEABILITY - FUEL STARVATION - FUEL TANK/FILTERS (2.3L HSC)

FORD 1984 TEMPO (BUILT PRIOR TO JUNE 20, 1983)

LINCOLN-MERCURY 1984 TOPAZ (BUILT PRIOR TO JUNE 20, 1983)

Fuel tank contamination or too much fuel return flow may cause intermittent fuel starvation. Clean the fuel tank, shorten fuel tank sender pick-up tube, and replace the in-tank and in-line filters.

NOTE: Some vehicles in the population may have already had the in-tank filter changed. The inline filter contains a downsized (.050 inch) orifice.

1. Siphon or pump fuel from fuel tank and discard. Remove fuel tank from the vehicle. Refer to the 1983 Escort/Lynx Shop Manual - Powertrain Volume E, Section 24-50 for cleaning procedures.
2. For fuel sender/pickup assemblies with a short pickup filter (approximately 2" long) only, remove the filter on the fuel sending unit and cut 1-inch (25.4mm) from the lower end of the metal tube, and deburr the end of the tube as shown in Figure
12. NOTE: If there is already a long (approximately 5" long) filter on the pick-up, this stop is not required. Install a new longer filter (Part No. E43Z- 9A011-A) until the flat of the collar on the top of the filter engages the metal flange on the resistor housing mounting plate. Check to be sure there is enough clearance between the filter and the wire float arm. If not, bend the float arm slightly. After the sender unit is installed in the tank, visually inspect through the evaporative emission hole for proper clearance (1/4") of the filter and float arm.
3. Install fuel tank. Refer to the 1983 Tempo/Topaz Shop Manual - Powertrain Volume E, Section 24.
4. Remove the in-line fuel filter assembly from the engine and discard. (Refer to Section 24-30).
NOTE: Use a back-up wrench to hold fuel inlet fitting to filter.
5. Install a new in-line filter assembly (E43Z-9155-C).
NOTE: Use a back-up wrench to hold fuel inlet fitting at filter.
6. Refill the tank with fresh gasoline.
7. Start the engine and check for leaks at the in-line filter connections.

Authorized Modifications Decal:

Obtain an Authorized Modifications decal and list the date, dealer number and summary of alterations performed. Select a prominent place adjacent to the Vehicle Emission Control Information decal suitable for installing the Authorized Modifications decal. Clean the area, install the decal and cover it with a clear plastic decal shield.
