If any of the above symptoms are reported and a code 23 is observed when performing the EEC IV Self-Test, then the Throttle Position Sensor may be misadjusted. The Throttle Position Sensor can be re-adjusted by performing the following procedure.
NOTE: Check for correct Throttle Position Sensor application and then proceed.
1. Visually inspect the throttle body and throttle linkage for binding or sticking. Verify that the throttle linkage is at mechanical/closed throttle.
Check for: binding, throttle linkage, speed control linkage, vacuum line/electrical harness interference, etc. If the throttle is stuck, correct the faults then repeat the Self-Test. If the throttle is not stuck, proceed to step 2.
2. Install an EEC IV Breakout Box (Rotunda T83L-50 EEC IV, or equivalent).
3. Set DVOM (Rotunda 014-00407 or 007-00001 or equivalent) on the 20V scale. Connect the positive lead (+) to test Pin 47 and the negative (-) lead to test Pin 46.
4. Turn the ignition key to the Key-On/Engine-Off position. (Do not start the engine.)
5. Loosen the TP Sensor screws. Adjust the TP Sensor (rotate) until the DVOM indicated 1.0V (0.9 to 1.1V).
6. Tighten the TP Sensor screws to 1.2 to 1.8 N-m (11 to 16 lb.in.).
7. While watching the DVOM, move the throttle to the wide open throttle position and then back to the idle position. For proper operation the DVOM indication should change from 1.0V to at least 4.0V and back to 1.0V. Return the ignition key to the Off position.
8. Repeat the EEC IV Self-Test.
9. If service code 23 reappears, refer to the 1985 Car Shop Manual. (Vol. H).
