To: All Ford and Lincoln-Mercury Dealers (THIS LETTER SUPERSEDES JULY AND SEPTEMBER, 1988 LETTERS SENT TO DEALERS IN CALIFORNIA, MICHIGAN AND OHIO)

Subject: Owner Notification Program M60 - Fuel System on Certain 1986 and 1987-Model Taurus/Sable Cars Equipped With 3.0L Engines

Vehicles Affected
Affected by this action are 1986 and 1987-model Taurus and Sable cars manufactured at the Atlanta and Chicago Assembly Plants from start of 1986-model production through June, 1987, equipped with 3.0L engines.
Reasons for This Program
The affected cars may exhibit low-fuel driveability characteristics as a result of fuel system overpressurization. High ambient temperatures and certain types of highly volatile fuels may cause the fuel tank to expand. When this happens, the fuel pickup may not reach the fuel in the bottom of the tank. In some cases, swelling of a fuel pump filter retainer may cause a suction leak and resulting loss of fuel draw.
What Might Happen
Cars that are affected by this program may exhibit hesitation or momentary lack of power during acceleration or sharp turning manuevers and the fuel gauge may rapidly fall to empty until the fuel tank pressure is relieved. This condition usually occurs when the fuel gauge shows less than 1/4 tank of gas.
Program Provisions
Owners of the affected cars will be notified that a nocharge service program is available if their cars should experience the described conditions.
Program Limitations
Cars returned for service under this program will have fuel tank vapor pressure relief valves, fuel pump/filter socks, fuel filler caps and fuel tank spacers, insulators and attaching hardware replaced. There are no program time/mileage limitations for the revised modification procedure service.
Refunds
Owners of affected vehicles that have paid for service as a result of the fuel system over-pressurization condition prior to the receipt of notification of the program are entitled to a refund for the cost of the repairs. Refund requests must be submitted to a dealer by December 31, 1989.

Refund provisions for owners of affected vehicles in California, Michigan and Ohio have expired.
Administrative and Technical Instructions
Attachment I contains technical and administrative instructions for the modifications to the fuel system.
