WARNING: This modification is authorized only for the listed engines. Performing this modification on other engine calibrations is unauthorized and could create liability under applicable federal or local laws.
ISSUE: No start and/or hard start on initial cold start up at ambient temperatures of 15~ to 40~F (-10~ to 5~C) may be caused by the strategy of the EEC IV processor assembly installed on the vehicle.
ACTION: To correct this, install a new level EEC IV processor assembly using the following service procedure.
NOTE: Refer to the following application chart to select the correct new level replacement EEC IV processor assembly for the affected calibration.

1. Replace the EEC IV processor assembly.
2. Adjust "hard stop" RPM to the specification listed on page 24 of TSB 86-19-12.
3. Perform adaptive idle speed control reset procedure as outlined in the Engine/Emission Diagnosis Manual, Volume H, Section 4-55.
4. Reset transmission TV adjustment as outlined in the Car Shop Manual, Volume E, Section 17-02.
5. Perform the EEC IV Self-Test to make sure the EEC IV system is operating properly.
Obtain an Authorized Modifications Decal and list the date, dealer number, and summary of alterations performed. Select a prominent place adjacent to the Vehicle Emission Control Information Decal suitable for installing the Authorized Modifications Decal. Clean the area, install the decal, and cover it with a clear plastic decal shield.
