WARNING: This modification is authorized only for the listed engines. Performing this modification on other engine calibrations is unauthorized and could create liability under applicable federal or local laws.
ISSUE: A rough idle, higher than normal idle, or a surge during acceleration when the engine temperature is at 50~F or less (10~C or less) may be caused by the electric choke cap. The affected vehicles are 1987 and 1988 Police and Canadian calibrated units built between 4/01/87 and 12/01/87.
ACTION: To correct this, check the choke cap using the following diagnostic procedure to determine if replacement is required.
1. Chill the choke cap to 45~F or colder (7~C or colder).
2. Remove the electrical power lead from the choke cap terminal and using a continuity test light, connect one (1) end to the choke cap terminal and the other end to a 12 volt power source. If the continuity light glows brightly, the choke cap is okay. Do not proceed with this TSB.
3. If the continuity light does not glow or is dimly lit, proceed to Steps 4.
4. Remove the carburetor. Refer to the appropriate Car Shop Manual, Section 24-27 for removal instructions.
5. Remove the three (3) choke cap tamper proof screws as follows:
a. Using a center punch and hammer, put a "dimple" in one side of the cone shaped surface of the tamper proof screws.
b. Tap the screws counterclockwise until they are loose.
c. Remove the screws by hand and remove the choke cap.
6. Hold the throttle lever open about 5/16 inch (8 mm) so the fast idle cam rotates freely. Install the new gasket, (E1AZ-9871-A) and choke cap, (E1AZ-9848-C). Make sure the coil is inserted into the thermostatic lever slot.
7. Retract and hold the pulldown motor diaphragm. Rotate choke cap clockwise and counterclockwise to make sure the coil is properly engaged in the thermostatic lever.
8. Set choke cap to proper index.
9. Install choke cap retainer with three (3) tamper proof screws, (E1AZ-9F671-A). Torque screw heads until heads break off.
10. Reinstall carburetor.
