FORD: 1986-87 TAURUS

LINCOLN-MERCURY: 1986-87 SABLE

WARNING: This modification is authorized only for the listed engines. Performing this modification on other engine calibrations is unauthorized and could create liability under applicable federal or local laws.

ISSUE: Speed control that quits working when the "ACCEL" or "COAST" buttons are pressed may be caused by an electrical incompatibility of the EEC IV processor and the steering wheel slip ring/brush assembly. The affected units are 1986-

87 built before 03/18/87 with 2.5L engines, 1986-87 units (49 States and Canada) built before 02/04/87 with 3.0L engines, and 1986-87 units (California) built before 06/01/87 with 3.0L engines.

ACTION: To correct this, install a new level EEC IV processor and clean and lubricate the steering wheel slip ring/brush assembly. Refer to the EEC IV processor application chart on page 14 of this TSB for the correct service part.

NOTE: After installing a new EEC IV processor, the curb idle (hardstop) must be reset to 760 RPM in Drive or 980 RPM in Park or Neutral on all 1986 3.0L Taurus/Sable vehicles.

If the following procedure is not performed, an improper idle speed and unacceptable driveability will result.

1. Place transmission in Neutral or Park, turn A/C-HEAT selector lever to "off" position. Apply parking brake and block wheels.

2. Bring engine to normal operating temperature. Check for vacuum leaks downstream of throttle plates. Service as required.

3. Unplug SPOUT connector and make sure ignition initial timing is 10~ BTD +/- 2~. If initial timing is not within specification, service as required.

4. Shut off engine and disconnect air bypass valve assembly connector.

NOTE: Not disconnecting air bypass valve assembly will result in low throttle plate set and low idle speed (rolling idle cold and decel stalls).

5. Remove PCV entry line at PCV valve.

6. Install Orifice Tool T86P-9600-A (0.200 inch orifice diameter) in PCV entry line and start engine.

NOTE: Not using the Orifice Tool in PCV entry line will result in a high throttle plate set and a high idle speed (rolling idle hot).

7. Apply parking brake and block wheels. Idle a vehicle with an automatic transmission in Drive or Park.

8. Adjust throttle plate stop screw for 760 RPM in Drive or 980 RPM in Park.

NOTE: When setting hardstop RPM, it is critical to use an accurate tachometer.

9. After idle has been set, shut off engine.

10. Restart vehicle and idle for three (3) to five (5) minutes. Make sure idle speed is set to the specification in Step 8.

11. If idle speed is not to the specification in Step 8, (760 RPM in Drive or 980 RPM in Park), repeat Step 8.

12. Shut off engine.

13. Disconnect negative battery terminal for five
(5) minutes.

14. Remove Orifice Tool and reconnect PCV entry line.

15. Reconnect SPOUT connector.

16. Reconnect air bypass valve assembly.

17. Reconnect electric cooling fan if unplugged.

18. Make sure throttle plate is not stuck in throttle bore and that throttle plate stop screw is touching the rest pad with throttle closed.

19. Reconnect negative battery terminal.

20. Restart engine. With transmission in Neutral, hold engine speed at 2000 RPM for 30-45 seconds then allow engine to return to idle. Run engine at idle for three (3) to five (5) minutes then check idle speed. The idle should be 700 RPM in Drive.

21. Check and adjust throttle valve (TV) linkage. Refer to the Taurus/Sable Shop Manual, Section 17-15-11.

NOTE: The nominal controlled idle speed will be 700 RPM after performing this procedure.
