This bulletin announces the first phase of-the subject recall. When you receive the fourth (final) supplement to this bulletin all of the subject vehicle owners will have been notified. Each supplement, as you receive them, will contain technical, parts ordering and labor time information for the service to be performed on the vehicles.

REASON FOR RECALL
Ford is voluntarily recalling the affected vehicles to help assure acceptable levels of exhaust emissions. This will be achieved by inspecting and, if necessary replacing fuel system injectors. In some cases it will also be necessary to replace components in the emission control system.
SPECIAL NOTIFICATION PROCEDURE
Because of the number of vehicles affected and the anticipated supply of parts, a special procedure will be used to announce the phases of this recall.
FIRST-PHASE VEHICLES AND SERVICE

THIS BULLETIN ANNOUNCES THAT OWNERS OF CERTAIN 1985 AND 1986-MODEL CALIFORNIA TEMPO/TOPAZ EQUIPPED WITH 2.3L ENGINES AND MANUAL TRANSMISSIONS WILL BE NOTIFIED.

Service for these vehicles includes inspection of the central fuel injection (CFI) injectors and, if necessary, replacement of the injectors and exhaust system catalytic convertors.
LISTINGS ENCLOSED
The enclosed listing identifies involved vehicles for this announcement reported registered to owners in your dealership's area. Other eligible vehicles that may be brought to your dealership for this recall service should be corrected as promptly as possible. If the owner of an eligible vehicle does not have a Customer Notification and Dealer Claim Form (FCS-1864), please complete a blank Form 1864 and submit it via the Direct Warranty Entry (DWE) system for reimbursement.
CARES/OASIS
To determine if a vehicle is eligible, you must utilize "CARES" (Computer Assisted Recall System) or "OASIS" (On-Line Automotive Service Information System).
DEALER OBLIGATION
Dealers are obligated to perform the recall service promptly following tender of the vehicles by the owners. It is important that you promptly report to your FPSD District Office any instance in which an owner will not allow you to complete this recall service because of objections to scheduling or for any other reason.
REPORTING COMPLETIONS
Use Form 1864 to report completed vehicles.
CLAIM SUBMISSION, SPECIAL CLAIM PREPARATION
Refer to your Warranty and Policy Manual, Section 6.3, pages 5 through 8.
