NOTE:
This supplement adds 1988 and 1989 Model Year Taurus and Sable Vehicles (sold and/or operated in the Atlantic, Quebec and Ontario Provinces) and supersedes, the original bulletin dated December 19, 1990.

Vehicles Affected
All 1986 and 1987, 1988 and 1989 Taurus/Sable vehicles sold and/or operated in the Atlantic, Quebec and Ontario provinces.

NOTE:
Vehicles originally sold in the Atlantic, Quebec and Ontario Provinces will be listed in CARES and OASIS. Vehicles that have been, or are now, in service in the Atlantic, Quebec and Ontario Provinces, but are not in CARES or OASIS, should also have Recall 90S19 performed.

Reason for Recall
The front brake rotors of the affected vehicles may corrode, weaken and fracture during braking. This could result in a reduction in braking performance. The rotors are of a composite construction having cast iron braking disks and stamped steel centres or hub sections which engage the wheel studs. The corrosion is attributed to the extremely heavy use of calcium and sodium chloride salts for road dust and ice control in the above Provinces. This can weaken the hub section of the rotor causing it to fracture near the junction with the cast material. Such a fracture would result in a loss of braking at the corresponding front wheel because the braking disk would be stopped but the tire and wheel assembly would be free to rotate. This could result in a brake pull, increased stopping distances and possibly a collision.

Service Action
To correct this condition, dealers are to inspect and, if the vehicle is equipped with composite rotors, or a composite rotor and a full cast rotor, replace both front brake rotors with the full cast design service rotor (part number F10Y-1125-B).

NOTE 1:
Replacement of front brake pads or overhaul of calipers is not covered by this recall and is considered the customers routine maintenance responsibility. Normal grooving of brake pads does not necessitate replacement. Excessively worn pads (thin) may require replacement at owner's expense.

NOTE 2:
If the condition (i.e. severely weakened or fractured rotor) is observed in a vehicle not covered by this action, contact the Recall Administrator (see Company Contacts).

NOTE 3:
1986 and 1987 vehicles previously corrected (under Recall 90S19) using composite rotors (Part Number F1DZ-1125-B) do not require replacement.

Refunds
When all or a portion of the repair covered by this recall (corrosion and related fracture of the front brake rotor) has been paid by the owner and/or the dealer prior to the release of the recall, both the owner and/or dealer are eligible for a refund.

NOTE:
Dealers should be sure that full cast rotors are installed, even if the rotors were previously replaced, on vehicles for which a refund is processed.
