Parking Brake - Won't Set After Shifting to Park/Neutral

BRAKE - PARKING - "CAN NOT SET" IMMEDIATELY AFTER SHIFTING TRANSMISSION CONTROL TO PARK OR NEUTRAL

ISSUE:
Customers may complain that the parking brake cannot be set immediately after shifting the transmission control to park or neutral positions. Customers may also complain that the pedal will follow their foot upward, after the downward stroke, and that they must reapply the parking brake two or three times before it will set. This is caused by a low flow rate of the automatic parking brake release vacuum switch mounted on the steering column.
ACTION:
Install a new vacuum switch and two new vacuum hose assemblies with improved vacuum flow rate. Refer to the following procedure for service details.
1. Lower the steering column.
2. Grind off 1 rib which interferes with the new vacuum hose connector. See Figure 1.
3. Refer to the Lincoln Town Car/Crown Victoria/Grand Marquis Service Manual, Section 11-04, for installation procedures.
