ISSUE: A slow or sluggish response to speed control "ACCEL" and "RESUME" commands may be caused by the strategy of the EEC IV processor. This condition occurs on level roads as well as on grades. It will result in a noticeable time delay before the vehicle speed will begin to increase when the "ACCEL" and "RESUME" buttons are pressed.







ACTION: Check the following items and, if necessary, install a new EEC IV processor with revised software.

Check the following items, which can cause a delayed speed control response, before replacing the EEC IV processor.

^ Vacuum lines - Look for kinks or leaks (including the dump valve)

^ Aspirator vacuum - Make sure the aspirator is not plugged

^ Actuator cable - Check adjustment

^ Quick Tests - Perform Key ON, Engine OFF (KOEO) and Key ON, Engine Running (KOER) Self Test

If the delayed response condition remains after the above items are checked, install a new EEC IV processor. Refer to the 1990 Lincoln Town Car, Crown Victoria, Grand Marquis Shop Manual, Page 34-06-5 for the EEC IV processor location. See the following Application Chart for correct part usage.




Obtain an Authorized Modifications Decal and list the date, dealer number, and summary of alterations performed. Select a prominent place adjacent to the Vehicle Emission Control Information Decal suitable for installing the Authorized Modifications Decal. Clean the area, install the decal, and cover it with a clear plastic decal shield.
