Purpose





This bulletin provides a detailed procedure for modifying the emission control system on certain 1989 Federal Emission Certified Precis vehicles located in 21 western states. This modification reduces the amount of Carbon Monoxide (CO) gases emitted from the vehicle in high altitude conditions. A letter has been sent to all owners of the affected vehicles informing them to return their vehicles to their Mitsubishi Motors dealer to have the emissions system serviced. A copy of this letter is shown in this bulletin.

Please note that customers are not to be charged for the modifications covered by this bulletin. To achieve the desired results, this procedure MUST be followed EXACTLY as described in this bulletin.

IMPORTANT NOTICE
All dealerships MUST perform all steps described in this bulletin. Incomplete repairs will lead to emissions non-compliance and obvious customer dissatisfaction. The Environmental Protection Agency (EPA) will survey the results of this campaign several months after starting. If incomplete repairs or non-compliance is found, another recall could be ordered or other action undertaken by EPA.

Furthermore, the EPA may consider failure to properly perform emission recall procedures as tampering, which may subject the servicing dealer to a fine of up to $25,000 per vehicle.
