If the speedometer does not operate and normal diagnosis finds no problem in the speedometer unit or its circuit, replace the A/C control unit with a known good unit, then recheck the speedometer operation. A bad speed sensing circuit inside the A/C control unit could cause the electronic speedometer to fail.
