1-2 Full Throttle Shifts Only

1. Throttle valve (TV) cable not connected.
2. TV cable too long or short.
3. Throttle lever bracket assembly improperly assembled or binding.
4. Missing exhaust check valve.
5. Throttle link not connected, burr on upper end or hanging on TV sleeve.
6. Throttle valve or plunger hanging or sticking in full open position.
7. Inter connected passages--pump, case or valve body restricted or damaged.
