Engine - Will Not Start or Runs Rough

SUBJECT: FUEL PUMPS INOPERATIVE


MODELS: All 1986 & Early 1987 Vehicles

COMPLAINT: Engine will not start or engine runs rough at idle and engine speed cannot be increased. This condition usually happens only at PDS or low mileage.

REASON: Silicone release agent used in the manufacturing of fuel lines may get on fuel pump brushes and act as a temporary insulator. As a result, either fuel pump may not operate when attempting to start the vehicle.

VEHICLES AFFECTED: All 1986 and 1987 vehicles produced prior to serial number 413000 (July 86 production).

PRODUCTION FIX: Fuel hoses rinsed to remove silicone since July 86.

SERVICE FIX:

1. Listen to determine if main fuel pump is operating. If not, check for voltage at pump.

2. If voltage is present proceed as follows: (two persons needed)
a. Have driver place standard transmission in neutral or automatic in D, 3, 2 or 1.
b. Second person sharply taps main fuel pump with a plastic or wood mallet while driver turns key to "start" position.
NOTE: With automatic transmission, voltage will be supplied to the main fuel pump in the "start" position but the engine will not crank.
3. Once fuel pump has started running, start engine and let it run.
4. Add a minimum of 3-4 gallons (preferably a full tank) of fuel to the tank to dilute the silicone residue. Allow engine to run for 10 minutes.
5. Remove trunk panel in back of fuel tank.
6. While engine is running, check if priming pump is working by disconnecting hot lead to it and listening.
7. If priming pump is inoperative, tap the fuel tank with wood or plastic mallet near the priming pump inlet/outlet.
8. If priming pump is still inoperative, remove it. Pry off pump filter "sock" with a screwdriver. Rotate pump centrifugal impeller (through opening the sock mounts on). Apply 12 volts to pump.
IMPORTANT: Reinstall filter "sock" as shown on page 2, figure 2 of bulletin no. 190, i.e. at the right angle (90~) to axis of the fuel lines. If pump starts, reinstall it in vehicle and allow the vehicle to run for 10 minutes as in step 4. If it does not, replace it.

CAUTION: Avoid arcing near gasoline.
