1. Disconnect battery ground cable.
2. Remove left and right sound insulators.
3. Slide steering column collar up the steering column.
4. On Pontiac models, remove upper and lower steering column trim cover retaining screws, Fig. 10.
5. On models except Pontiac, pull steering column trim cover rearward to release clips, Fig. 11.
6. On all models, open left and right front doors to gain access to instrument panel pad side screws.
7. Remove instrument panel pad side retaining screws, Fig. 12.
8. Remove defogger grilles, then pad retaining screws inside defogger openings.
9. Remove retaining screws located underneath the front of the pad, then remove pad from instrument panel.
10. Split bulkhead connector by removing bolt and screws on the inside of the fuse block and pull harness free.
11. Remove nuts securing steering column, then disconnect shift indicator cable clip and all electrical connectors between steering column and instrument panel harness.
12. Lower the steering column, then disconnect brake release cable.
13. Remove Heater-A/C control head.
14. If equipped, remove the following connectors:
a. Wire at switch for rear compartment release.
b. Antenna lead and power antenna wire connector.
c. Rear window defogger connector.
15. Disconnect speedometer cable at the split in the engine compartment, if a two piece cable is used, or the transmission for slack.
16. Remove lower A/C duct by removing screw, then rotate duct out.
17. Remove instrument panel retaining nuts from top left and right sides of the panel, Fig. 13.
18. Remove instrument panel retaining screws from center support.
19. Remove panel retaining bolts from steering column support bracket.
20. Remove retaining screws from upper tie bar, then the screws from lower reinforcement.
21. Remove retaining bolts located in the steering column opening.
22. Disconnect speedometer cable from speedometer.
23. Remove instrument panel from support brackets.
24. Reverse procedure to install.
