2000 Pontiac Grand Am, Sunfire with F23 Manual Transaxle
To gain helpful product feedback on the new F23 5-speed manual transaxle, an exchange program is now in effect until April 31, 2000.
The following explains all requirements regarding diagnosis, serviceable and non-serviceable items, warranty claims processing procedures and shipping instructions. This information should be filed in the "Special Exchange Policy Procedures" manual.
In the event your dealership receives a comment on a 5-speed manual transaxle, follow the procedures listed below. Your cooperation in adhering to the procedures will greatly improve the effectiveness of the program.
All requests for exchange components must be directed to the Technical Assistance Center.
ALL DIAGNOSIS MUST BE PERFORMED BEFORE ANY REQUESTS ARE ACCEPTED.
PRELIMINARY DIAGNOSIS PROCEDURE
Important:
The 5-speed manual transaxle must NOT be disassembled or repaired unless indicated by the Dealer Serviceable Components section in this exchange bulletin.
Refer to the attached Diagnosis Chart. Mis-diagnosis results not only in a dissatisfied customer, but also a repeat repair for the dealership.
DEALER SERVICEABLE COMPONENTS
Oil leaks at the following locations may be repaired without exchanging the transaxle:
^ Lubricant fill/vent cap
^ Lubricant level inspection plug
^ Lubricant drain plug
^ Seal, output shafts (2)
^ Sensor, vehicle speed
For exchange units that are leaking, indicate by circling location(s) of lubricant leakage on the Leak Identification Chart (example attached, reproduce locally). Using a permanent marker, also circle the leak area on the transaxle case.
In addition, the following components may be replaced without exchanging the transaxle:
^ Switch, reverse lamp
^ Bracket, shift cables
EXCHANGE PROCEDURE
Once the above preliminary diagnosis and/or repairs are made and an exchange unit is still deemed necessary, contact the Technical Assistance Center. The 5-speed manual transaxle is not available from General Motors Service Parts Operations (GMSPO) for vehicles repaired under warranty. Any purchases through GMSPO without prior authorization from the Technical Assistance Center may be disallowed on the warranty claim. For vehicles not repaired under warranty, contact the Technical Assistance Center for authorization number (T.A.S. case number) before ordering from GMSPO.
Please be prepared to provide vehicle delivery date and dealer shipping address.
Also, be prepared to provide the necessary information by filling out the reporting form (example attached, reproduce locally) prior to calling.
The Technical Assistance Center will arrange to ship an exchange unit to your dealership and provide your dealership with a T.A.S. case number. This number must be written, using a permanent marker, on the returned transaxle outer case before returning the unit for analysis.
Important:
The exchange transaxle will be shipped without lubricant. Fill the transaxle with approximately 1.7 L of DEXRON(R) III.
With the fluid level inspection plug removed, pour DEXRON(R) III through the fill hole located at the top of the transaxle housing until fluid comes out of the inspection hole. Refer to detailed instructions shown in service manual.
To minimize dealerships' work load, the removed transaxle will be returned per normal Warranty Parts Center procedures outlined in bulletin 99-00-89-019 (Dealers in Canada should refer to Home Office Letter 99-201). To increase the effectiveness of this program, submit the warranty claim for payment as soon as possible in order for the Warranty Parts Center to process the necessary return request.
UNDER NO CIRCUMSTANCES MAY THE REMOVED TRANSAXLE BE RETAINED OR PURCHASED BY THE DEALER.
The removed transaxle must be returned complete, as removed from the vehicle without examination. Dealerships returning units that have been even partially disassembled will be considered as violating this procedure and as such will be subject to being billed for all materials furnished.
PREPARATION FOR SHIPPING
Fold the Report Form, copy of repair order, Leak Identification Chart, and staple them to a wired tag and secure the tag to a bell housing bolt hole of the removed unit.
Using a permanent marker, write the T.A.S. case number on the case of the removed transaxle. Repack the removed unit into the original shipping container.
SHIPPING INSTRUCTIONS
To increase the effectiveness of the program, submit the warranty claim for payment as soon as possible. Wait for return request from the Warranty Parts Center.
Failure to return the removed unit will result in the dealership being billed $1,500.00 for the unit furnished, plus an administrative charge.
Units that have been disassembled will also result in the dealership being billed $1,500.00 for the unit furnished, plus an administrative charge.

This chart is intended as a tool to investigate concerns on transaxles. Below are listed some common causes for concerns on transaxle concerns which are not transaxle related. The concern may also be generated by a condition within the transaxle. For additional information concerning the transaxle, contact the Technical Assistance Center Before calling, be sure to have all the necessary information available per the attached "Reporting Form" in order to help further diagnose your concern.
