2002-2003 PONTIAC SUNFIRE
THIS RECALL IS IN EFFECT UNTIL APRIL 1, 2005.
CONDITION
General Motors has decided that all 2002-03 Chevrolet Cavaliers and Pontiac Sunfires may have vehicle emission control labels that are wrinkled, damaged, or completely missing.
CORRECTION
A new vehicle emission control label needs to be installed at a new underhood location. Customers should disregard the old label location on the fan shroud.
Since a new label can be easily installed, and to reduce customer inconvenience, the label will be sent with installation instructions directly to customers of record. Customers may install the label on a clean painted surface near the front edge of the underside of the hood on the driver side. However, if they desire, they may bring the label to their dealer for installation at no charge at any time until April 1, 2005.
VEHICLES INVOLVED
Involved are all 2002-03 Chevrolet Cavaliers and Pontiac Sunfires and built within the VIN breakpoints shown.
IMPORTANT:
Dealers should confirm vehicle eligibility through GMVIS (GM Vehicle Inquiry System) prior to beginning recall repairs. [Not all vehicles within the above breakpoints may be involved.]
For US: For dealers with involved vehicles, a Campaign Initiation Detail Report containing the complete Vehicle Identification Number, customer name and address data has been prepared and will be loaded to the GM DealerWorld, Recall Information website. Dealers that have no involved vehicles currently assigned, will not have a report available in GM DealerWorld.
For Canada: For dealers with involved vehicles, a Campaign Initiation Detail Report containing the complete Vehicle Identification Number, customer name and address data has been prepared, and is being furnished to involved dealers. Dealers that have no involved vehicles currently assigned, will not receive a Campaign Initiation Detail Report.
The Campaign Initiation Detail Report may contain customer names and addresses obtained from Motor Vehicle Registration Records. The use of such motor vehicle registration data for any purpose other than follow-up necessary to complete this recall is a violation of law in several states/provinces/countries. Accordingly, you are urged to limit the use of this report to the follow-up necessary to complete this recall.
PARTS INFORMATION
A new vehicle emission control label will be mailed to owners of record and involved dealers (for dealer stock vehicles) on a no charge basis.
If additional labels are required: For US: US dealers should contact the DWD Store at 1-866-700-0001; or through the DealerWorld website at mwww.gmdealerworld.com, then click on the DWD Store link. DO NOT ORDER THIS PART FROM GMSPO.
For Canada: Canadian dealers should contact GM Canada's WINS Call Center by sending a fax with your request to 1-888-888-4622. Be sure to request label by the required part number for recall 04059. DO NOT ORDER THIS PART FROM GMSPO.
SERVICE PROCEDURE
LABEL INSTALLATION PROCEDURE
1. Open the hood.
2. Locate the available flat painted surface on the underside of the hood on the driver side approximately 3 inches (80 mm) from the front edge of the hood. (see Figure 1).
3. Clean dirt, oil, etc. from the located underhood spot.
4. Remove the backing from the new label and apply the new label to the cleaned area, so that the label is top side up and readable when the hood is raised. (see 1 Figure 1).
5. Beginning at the center of the label and using a clean, dry cloth, smooth and secure the new label. Any air bubbles can be removed by puncturing with a pin and smoothing with the cloth.
Notice:
Do not attempt to remove or loosen the new label once it has been applied, as this will deface the label.

CUSTOMER NOTIFICATION
General Motors will notify customers of this recall on their vehicle (see copy of customer letter shown in this bulletin).
In order to ensure full protection under the emission warranty, and the right to participate in future recalls, the customer notification letter recommends that customers have their vehicles serviced as soon as possible. It also advises that failure to do so could legally be determined to be lack of proper maintenance.
DEALER RECALL RESPONSIBILITY
All unsold new vehicles in dealers' possession and subject to this recall must be held and inspected/repaired per the service procedure of this recall bulletin before customers take possession of these vehicles.
Dealers are to service all vehicles subject to this recall at no charge to customers, regardless of mileage, age of vehicle, or ownership, through March 31, 2005.
Customers who have recently purchased vehicles sold from your vehicle inventory, and for which there is no customer information indicated on the dealer listing, are to be contacted by the dealer. Arrangements are to be made to make the required correction according to the instructions contained in this bulletin. A copy of the customer letter is provided in this bulletin for your use in contacting customers. Recall follow-up cards should not be used for this purpose, since the customer may not as yet have received the notification letter.
In summary, whenever a vehicle subject to this recall enters your vehicle inventory, or is in your dealership for service prior to April 1, 2005, you must take the steps necessary to be sure the recall correction has been made before selling or releasing the vehicle.
