Subject: California Emissions Recall #429 -- Catalytic Converter

Models: 1984 Model Year Renault Alliance and Encore Equipped With 1.4L Multipoint EFI Engine and California Emissions System

The subject vehicles may emit hydrocarbons and oxides of nitrogen in excess of the California Emissions Standards. To ensure compliance to the standards, the catalytic converter must be replaced.

Details of this service action are explained in the following sections.

Vehicle List

Each dealer to whom involved can were invoiced (or the current dealer at the same location) will receive a listing of them with this letter, arranged in Vehicle Identification Number (VIN) sequence. Owners known to Chrysler are also listed. The lists are for dealer reference in arranging for service of involved cars.

Each Jeep/Eagle dealer without a Vehicle List will receive an information copy of this letter by Compak Mail.

Parts

Recall Completion Label:

There is a California Air Resources Board requirement to affix a label to the vehicle to certify that the emissions recall was completed. Accordingly, completion labels are being mailed directly to owners known to Chrysler. The owners are instructed to give the labels to their dealers at the time of service. Ten labels are also being sent to each Jeep/Eagle dealer in California. Additional labels can be obtained from your Zone Technical Office. Ask for the Recall #429 Service Completion Label.

Recall Parts:

The parts listed below are required for the recall service. They are being shipped at dealer cost to all involved dealers. Each dealer to whom involved cars were invoiced (or the current dealer at the same location) will receive enough parts to service 25% of those cars.

The following parts are required to service one car:

(1) Catalytic converter, Recall Part Number C3940327
(1) Exhaust seal, Service Part Number 32001367

Additional parts may be ordered if required. Order only as needed for scheduled repairs.
Owner Notification and Service Scheduling

All involved car owners known to Chrysler are being notified of the service requirement by first class mail. They are requested to schedule appointments for the service with their dealers at the earliest possible date. A copy of the owner notification lefter is attached.

Enclosed with each owner notification is an Owner Recall Notification Form # 83-295-0019. The involved vehicle and recall are identified on the form for owner or dealer reference as needed.

Service Procedure

A. Install a new catalytic converter:

1. Saturate the bolts at the front of the converter and exhaust pipe clamp at the rear of the converter with penetrating oil (Figure 1). Allow 5 minutes for penetration.
2. Remove the bolts, springs and exhaust pipe clamp and save for later use.

Note: In most cases it should be possible to reuse the exhaust pipe clamp. However if necessary, order clamp PN 33000034 at dealer cost. Include the cost and applicable allowance in your claim.

3. Heat the rear exhaust pipe-to-converter joint with an oxyacetylene torch until metal becomes cherry red.

4. While the joint is hot, twist the converter back and forth until it becomes disengaged from the rear exhaust pipe.

5. Remove the exhaust seal from the front adapter flange.

6. Connect the new converter to the rear exhaust pipe.
Service Procedure (Continued)

A. 7. Using a new exhaust seal, attach the pipe flange to the front adapter flange using the parts removed in the previous Step 2. Do not tighten the bolts.

8. Align the pipe and tighten the previously removed exhaust pipe clamp at the rear exhaust pipe.

9. Tighten the adapter-to-catalytic converter attaching bolts to 27 N-m (23 ft.lbs.).

CAUTION: The spring coils must never be compressed to touch. If they are touching, loosen the bolt until the coils separate slightly.
B. Install the Recall Completion Label:

1. With a ball point pen, print your dealer code (5 digits) on the owner supplied Recall Completion Label.

2. Peel the label from its backing and apply it near the Vehicle Emission Control Information Label.

Completion Reporting and Reimbursement

Claims for vehicles which have been serviced must be submitted by DIAL dealers on the DIAL System. Non DIAL dealers may submit WROs. Claims submitted will be used by Chrysler to record recall service completions and provide dealer payments.

Enter only one VIN per claim on a WRO. Fill in the labor operation number and time allowance and write on the WRO "California Emissions Recall #429
-- Catalytic Converter." Do not enter other service claims on the same WRO.

Use the following labor operation number and time allowance:

Add the cost of parts plus applicable dealer allowance to your claim.

Parts Return

Removed catalytic converters must be returned to the Warranty Material Return Center.

Vehicle Not Available

If a car is not available for this service for a known reason, let us know by filling out the pre-addressed Vehicle Disposition Form portion of the Owner Recall Notification Form or describe the reason on a postcard and mail to:

EMISSIONS RECALL --
1984 RENAULT ALLIANCE AND ENCORE PASSENGER CARS SOLD IN CALIFORNIA


Dear Alliance or Encore Owner:

It has been determined that your 1984 Renault Alliance or Encore passenger car, with a 1.4 liter multipoint electronic fuel injected engine, may be in violation of California Emissions standards. For this reason, we are asking you to return your car
-- identified by the Vehicle Identification Number on the enclosed form -- to your dealer for a special service repair. This service will be provided free of charge.

The needed instructions have been sent to all Jeep/Eagle dealers. The service will not hurt your engine performance or fuel economy. Your dealer is ready to serve you now. To obtain this service:

^ Contact your dealer as soon as possible to make an appointment for the free service. we request that you contact the dealer who sold you the vehicle. However, if necessary, the service can be arranged for through any Jeep/Eagle dealer.

^ Take the enclosed Owner Recall Notification Form and Recall Completion Label with you at the time of your appointment and give them to your dealer. The form identifies the vehicle and recall for which service is required.

^ The dealer will replace the catalytic converter and install the Recall Completion Label. The service will take about one hour.

As you probably know, the State of California requires that every vehicle must pass an emission test every two years and before it is sold. Without the free service we are providing, your vehicle may be more likely to fail this test and require that you make costly repairs.

We regret any inconvenience this action may cause, but trust you understand our interest in clean air and in our continued satisfaction with our products. If you experience any difficulty in obtaining the corrective service, please contact the Chrysler Zone Office in your area (shown on the enclosed listing). The Zone Office will take the necessary action to ensure prompt correction of your vehicle.
