Steering - Column Shroud Rotates Slightly

SUBJECT: Steering Column Shroud Rotates Slightly on Steering Column When Turn Signal or Wiper Switches are Used (Apply Foam Tape to Ignition Module Housing Clamp)

MODELS
AFFECTED: All 1991 Saturns

CONDITION: When the turn signal or wiper switches are used, the steering column shroud may rotate slightly on the steering column.

CAUSE: The inside diameter of the ignition module assembly clamp is larger than the outside diameter of the steering column.

CORRECTIVE
ACTION: Remove ignition module clamp and apply foam tape to the inside diameter surface and re-install according to the following procedures.





PROCEDURE

REMOVAL

NOTICE: Cover the driver seat to protect the seat from damage.

1. Disconnect negative battery cable.

2. Remove steering wheel according to "Steering Wheel" removal procedure in the "Steering Service Procedures" section of the "Steering Service Manual."

3. Remove two fasteners (5.5 mm Hexhead) and remove steering column upper shroud.

IMPORTANT: Cylinder must be rotated to ACC position to depress the locking tab.

4. Insert the key into the ignition lock cylinder and rotate to the ACC position.

5. Depress the square locking button on top of the ignition module assembly and slide lock cylinder assembly from the ignition module assembly.

NOTICE: Do not rotate actuator blade within ignition module assembly. If rotated, the actuator will assume a locked position that will require removal from the steering column and the depressing of the column lock bolt to release.

6. Remove the steering column lower shroud retaining screws and the lower shroud.

7. Remove connector position assurance (CPA) devices and disconnect wire harnesses from turn signal and headlamp dimmer switch and windshield wiper and windshield washer lever assembly, and ignition switch assembly.

8. Remove two screws and turn signal and headlamp dimmer switch and windshield wiper and windshield washer lever assembly.

9. Remove two screws and remove ignition switch assembly (called the ignition & start & key alarm switch assembly) from ignition module assembly.

10. On vehicles equipped with an automatic transaxle, disconnect the park/lock inhibitor cable from ignition module assembly.

IMPORTANT: The park lock cable is located at the front side of the ignition module assembly.





11. Left ignition bolt removal:
a. Tap chisel to create a starting divot as shown.
b. Turn chisel and tap bolt at divot. Cut in a counterclockwise direction.
c. Repeat until bolt is loose enough to remove ignition housing from column.





12. Right ignition bolt removal:
a. Tap punch downward to create starting divot.
b. Turn chisel on angle to tap-in divot, in a counterclockwise direction.
c. Repeat until bolt is loose enough to remove ignition housing.





13. Remove ignition module clamp and install foam tape across width of clamp at center of inner curve.





INSTALLATION

1. Using new shear bolts, install ignition module assembly onto steering column. Verify proper alignment to lock bolt opening on steering column. Torque shear bolts until heads break off.

2. On vehicles equipped with an automatic transaxle, connect park/lock inhibitor cable to ignition lock housing.

3. Install ignition switch assembly to ignition module assembly using two screws (7 mm Hexhead.)

4. Align turn signal and headlamp dimmer switch and windshield wiper and windshield washer lever assembly to ignition module assembly and secure with lower left inboard screw (5.5 mm Hexhead) and upper screw (7.O mm Hexhead).

5. Connect wire harnesses to turn signal and headlamp dimmer switch and windshield wiper and windshield washer lever assembly, and ignition switch. Install CPA devices to all connectors.

IMPORTANT: Cylinder must be rotated to ACC position to depress the locking tab.

6. Install lower steering column shroud with two screws, ignition cylinder and upper steering column shroud.

7. Install steering wheel according to "Steering Wheel" installation procedure in the "Steering Service Procedures" section of the "Steering Service Manual."

8. Connect negative battery cable and reset clock.
