Components

Ignition Switch
Refer to the "Electronic Ignition System Diagnosis" procedure in the "Electronic Engine Controls".
Repair as needed.
If this component is good, go to the next item indicated on the Complaint-Condition Chart.

Wiper Motor
Check the circuits, connectors, and terminals that are attached to the wiper module.
Check for OPENS/SHORTS.
Wiper module should not be tested out of vehicle, it must be connected to the wiper switch to work properly. The internal control circuitry module and motor are serviced as one unit and should not be taken apart.
Repair is by replacement only.
If a new wiper motor is installed and the complaint is fixed, install the old motor to verify the problem was in the motor. If the complaint does not appear again, check the terminals and connections for damage, corrosion, and terminal tightness.

Miscellaneous
Excessive noise can be caused by over-torque of the wiper module fasteners. Over-torquing the fasteners sometimes causes the wiper bracket to contact the car sheet metal. Metal-to-metal contact provides a path for noise to propagate.
Inspect the grommets that separate the wiper motor and car sheet metal to see if there is any metal-to-metal contact. If the grommet is torn replace it. If the grommet is compressed to tightly loosen the bolts to eliminate and metal-to-metal contact.
If this component is good go to the next item indicated on the Complaint-Condition Chart.
